- THIS IS A PROPOSED SOLE SOURCE PROCUREMENT NOTICE. Interested parties may respond to this notice by contacting Neil Gilligan at 267-528-1416, email neil_gilligan@nps.gov prior to 19 December 2013. Thomas Edison National Historical Park (EDIS) includes Edisons home, the Glenmont Estate. The estate is located within Llewellyn Park (the Park); the nations first planned community, established in 1850. The National Park Service intends to provide funds to compensate the Llewellyn Park Committee of Managers (COM) for the appropriate share of overall budgeted expenses based upon the standard assessment formula used in proportioning expenses among all proprietors/residents within the Llewellyn Park area. The COM will provide a project report to the contracting officer following any year which payment is made by NPS including a CPA approved balance sheet, certification from the COM that any surpluses resulting from income which exceeds expenses will be carried over and applied to future budgets and assessments in accordance with Generally Accepted Accounting Principles. NPS intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year and four (4) option years for this requirement. THIS ACTION WILL BE PURSUED ON A SOLE SOURCE BASIS WITH THE COMMITTEE OF LLEWELLYN PARK IN ACCORDANCE WITH THE AUTHORITY OF FAR 6.302-1 AND 41 USC 253(c)(1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES; HOWEVER, ANY AND ALL RESPONSES MUST BE RECEIVED WITHIN 15 DAYS OF THIS NOTICE. By geographic location of the Thomas Edison House within the Llewellyn Park area, the NPS must participate in all shared responsibilities that are assessed proportionately to all proprietors/residents. No other entity is authorized, nor would be able to perform the required project services, nor would the NPS be able to sever from the COM and acquire services separately.
