- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The U. S. Army Corps of Engineers is soliciting Requests for Quotes for 10,000 gallons 60/40 winter blend of off-road fuel oil. The solicitation number W912ES-14-T-0012 is issued as a Request for Quotes. The solicitation will be issued in accordance with FAR Part 12, and evaluated in accordance with FAR Part 13. The U.S. Army Corps of Engineers anticipates a firm fixed-price contract. The quote shall include the price for supply and delivery of 10,000 gallons 60/40 winter blend of off-road fuel oil per the terms in the scope of work. There will be one contract line item with a quantity of 10,000, with Gallons being the unit of measure. Scope of work is as follows: The purpose of this contract is to provide fuel oil for the air compressors, skid steers, snorkel lifts, telehandler and other equipment necessary to complete the dewatering. The price should include refill delivery charges and price per gallon. Performance shall commence on the date of contract award and end 21 March 2014. Contractor shall be able to deliver fuel within 24 hours of being contacted. The amount to be purchased is 10,000 gallons 60/40 winter blend of off-road fuel oil. The fuel deliveries shall be on an as needed basis by call from the customer. The vendor shall have the capability of delivering amounts of 1,000 gallons minimum per delivery with the remainder of fuel (if any) to be received at the customer's request. The fuel oil shall be delivered to the Maintenance and Repair Section: Lock and Dam #8, 4405 HWY 35, Genoa, WI 54632-0265. The quoter is cautioned that the listed provisions may include blocks that must be completed by the quoter and submitted with their quotation. The solicitation is set-aside 100% for small business concerns and the size standard is 1500 employees. The associated NAICS Code is 324110. This solicitation is issued as a request for quote. Vendors must be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may register on line at www.sam.gov. If already registered, please make sure your registration is up to date. Also, both FAR and DFARS representations and certifications must be completed in SAM. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government. All deliverables will be sent to:US Army Corps of Engineers, ATTN: Chief, Civil - Site Section (EC-D-CS), 180 Fifth Street East, Suite 700, St. Paul, MN 55101.General Deliverables: General Deliverables include but are not limited to: Design Reports, Plans and Specifications, O&M manuals, environmental reports, photographs, cultural survey/information, Microfilm/Microfiche, scanned legacy documents, monitoring reports, compliance reports, etc... All geospatial deliverables (defined below) must include Federal Geographic Data Committee (FGDC) compliant metadata. Standard Geospatial Deliverables: Geospatial data include GIS drawings/maps, hydrographic surveys, topographic mapping, georeferenced digital drawings generated from hard copy maps/drawings, high-order geodetic control (horizontal and vertical) surveys using a differential Global Positioning System (GPS) and conventional survey techniques for control and property/boundary surveys, controlled and non-controlled aerial photography (film, photos, and digital output), photogrammetric mapping including aero-triangulation, digital- orthophotography image file and map production, remote sensing, radar and satellite imagery and/or aerial imagery products. CADD-Related Geospatial Deliverables: Projects involving engineering CADD drawings may be composed of multiple files each containing a specific data theme or covering a specified geographic area of the same theme. Because metadata for each of these individual files would contain significant repetitive information, it is appropriate to document groups of files that form a well defined dataset with a single metadata file. Pursuant to this fact, it is mandatory that all CADD-related data deliverables have at least one collection metadata file describing the project and individual data layers generated within the project. The St. Paul District will provide metadata software, documentation, and samples on request.
