- This is a draft SOW that is subject to change. CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA Convert Digital Audio Books to Digital Talking Book Format (NLS/BPH Proprietary Format) The National Library Service for the Blind and Physically Handicapped (NLS) within the Library of Congress (LOC) is conducting market research for the conversion of digital audio books to NLS digital talking book (DTB) format and the narration of a few short announcements to be included. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. This Sources Sought Notice is for procurement planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. Interested parties should submit capability statements via email to Clint Unger, Contract Specialist at cunger@loc.gov. Capabilities statements should be limited to no longer than 5 pages and include the following information: 1)Company Name, DUNS Number, Address, Point of Contact, phone number and email address 2)Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); 3)References, including name, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses; 4)Socioeconomic status, including whether the vendor is a woman owned, minority owned, blind or service disabled veteran owned; 5)A statement as to whether the firm is interested in working as a prime contractor or a subcontractor; 6)A description of the vendor's capabilities and recent experience in conversion of digital audio books; and 7)Resumes for key personnel that would work on the contract for individuals with knowledge and experience relevant to the requirement described in the Statement of Work (Resumes are not counted as part of the 5 page limit for capabilities statements).
