13CWS65_specnote This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-13-C-WS65. This Modification to Contract N00164-13-C-WS65 is for upgraded capabilities to the Radiated Energy Tracking Sub-system that is being designed and fabricated under the subject contract. The upgrades are to the mounting fixture pedestal positioner to accommodate the objective field of regard for a pod length of 20 feet at forward, aft, and handoff orientation, increased Range Induced Error Analysis, and additional RF ports for the RETS system. This requirement will be negotiated on a sole-source basis with Orbit Advanced Technologies, Inc., Horsham, PA in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole-source in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A) is that for another contractor to build and integrate the increased capabilities into a system the original contractor is building would require the Government to assume the role of system integrator, would void contractor warranties, and increase costs and impact schedules. No modification will be made available on Fed Biz Opps and no hard copies of the modification will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency.
