- The Naval Air Systems Command (NAVAIR) PMA-281 Strike Planning and Execution Systems has a requirement for the procurement of software development, test and evaluation, maintenance, integration, training, and fielding efforts to include, but not limited to, the following: • Development and evolution of Naval Mission Planning Systems (NavMPS) capabilities and components, such as Joint Mission Planning System - Maritime (JMPS-M), Expeditionary (JMPS-E), Weaponeering and Stores Planning (WASP) and associated Unique/Common Components and Federated Applications. • Development and evolution of International Program (IP)/ FMS capabilities and components • Development and evolution of unmanned Common Control Systems (CCS) Service Oriented Architecture (SOA) based software • Development and evolution of Tomahawk Theater Mission Planning Center (TMPC) capabilities and components • Upgrade and maintenance of legacy systems related to PMA-281 programs • Commercial-Off-The-Shelf (COTS) based software/hardware solutions for fielded systems • Perform studies and/or prototyping efforts. To support this requirement, NAVAIR intends to compete this effort as a full and open competition. This effort will be formally solicited under one Request for Proposal, which will result in a multiple award contract. (Offers are advised that a DRAFT RFP currently exists and may be accessed at the following location: www.fbo.gov). Delivery Orders will be competed amongst the awardees for specific program requirements within the scope of the contract(s). NAVAIR intends to conduct an Industry Day session on 17 December 2013 at the Southern Maryland Higher Education Center in California, Maryland. The purpose of Industry Day is to: 1) improve the understanding of Government requirements and industry capabilities, 2) provide prospective offerors an opportunity for networking (i.e. for such purposes as subcontracting opportunities, etc.) and 3) to collect any written questions that prospective offerors may submit through the course of the industry day. Optional one-on-one Industry presentations to the Government will be allowed in scheduled 15 minute sessions during the afternoon of 17 December 2013 and the following day 18 December 2013. These presentations will not be interactive and the Government will not be providing dialogue once the prospective offeror has begun their presentation. Please register for Industry Day (PMA-281 Software IDIQ/MAC), pursuant to RSVP requirements listed below. Attendance on Industry Day is NOT a requirement and in no way affects any company from submitting a proposal in response to any forthcoming solicitations. The Industry Day for this requirement will only address information related to the PMA-281 Software IDIQ/MAC. Further, prospective offerors do not have to attend the industry day in order to obtain presentation materials or submit questions. All information presented at the industry day will be made available to prospective offerors via the internet at https://www.fbo.gov, where questions can also be submitted electronically. The Software Development IDIQ/MAC will be listed under N00019-13-R-5501. The Industry Day e-mail responses must include a subject line titled: "PMA-281 IDIQ/MAC Industry Day Registration". Due to space limitations, no more than two (2) representatives from each potential offeror will be permitted to attend the Industry Day. On the Industry Day, opening remarks will commence at 0800 hours, 17 December 2013, with Mr. M. S. Paul, PMA-281 Program Manager. This brief will be followed by members of the requirement team presenting acquisition, technical, and contracting strategy. The final date to submit advanced questions regarding the Draft Solicitation will be: 1400 hours, 17 December 2013 via e-mail, to Teresa Brady, at teresa.brady@navy.mil. E-mails MUST contain the following in the subject line: "Q&A for PMA-281 IDIQ/MAC Industry Day". Telephone inquiries will not be accepted. Additional question forms will be provided at Industry Day. The slides presented at Industry Day will be posted to FedBizOpps approximately 1 day after Industry Day. Questions and Answers will be made available approximately two weeks after Industry Day.
