DRAFT STATEMENT OF WORK Sources Sought Notice Number: BEP-RFI-14-0231 OMB CIRCULAR A-123 TESTING AND REPORTING SUPPORT SERVICES THIS IS NOT A SOLICITATION The U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP) is interested in identifying contracting entities that can ensure the Bureau of Engraving and Printing is in compliance with the Office of Management and Budget (OMB) Circular A-123, Management Responsibility for Internal Control, Appendix A, Internal Control over Financial Reporting, Federal Managers' Financial Integrity Act of 1982 (FMFIA), GAO internal control standards, commercial internal control standards, FASB, FASAB, and GAAP. This is a request for planning purposes and information only, and does not constitute an invitation for bids, requests for proposals, quotes, or an indication that the Government will contract for the services contained in this notice. The Government will not reimburse recipients for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. Your response to this Request for Information (RFI)/Sources Sought Notice will be treated as information only. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their responses. No funds have been authorized or received for this effort. BACKGROUND The Bureau of Engraving and Printing (Bureau/BEP) develops and produces United States currency notes, trusted worldwide. The Bureau's operations are funded through a revolving fund. BEP's financial statements have been audited annually since 1951 in accordance with Public Law 81-656. The Bureau has a history of strong internal controls and an aggressive monitoring program. Key elements of this program include comprehensive financial management controls, personnel security controls, production and quality controls, computer security and information resources management programs, and strong physical security and product accountability functions to safeguard products and assets. The Bureau's Compliance Review Team (CRTs) in both facilities promote compliance with the Bureau's operating policies and procedures by performing unannounced reviews in production, storage, and off-line components that have custody of these security items. The Bureau's Internal Control Policy Committee (Committee) provides overall guidance and coordination to the internal control programs and fosters a management environment in which accountability for results and cost effective controls are maintained to ensure the reliability of financial reporting, effectiveness of operating, and compliance with applicable laws and regulations. For the 28th consecutive year, the Bureau has received an unqualified opinion on its financial statements from an independent, Certified Public Accounting firm. The unqualified audit opinion on the financial statements and the FMFIA review process, ensure the integrity of the revolving fund and the reliability of financial data used for managerial decision-making. No formal solicitation document exists at this time. The proposed NAICS code is 541211. Specifically, BEP is interested in companies that are able to perform this requirement. (See: Attached, DRAFT STATEMENT OF WORK). Those interested are requested to provide a company profile of their ability to perform the requirement, including the name of the business, DUNs number, and responses to the specific questions listed below: 1. Company Name, point of contact, email address, telephone and web address. 2. Information on any contract vehicle available to the Government for the procurement of these types of services to include General Services Administration General Supply Schedule or any other Government Agency contract vehicle. 3. State of issuance of active Certified Public Accountant licenses. 4. Company's background information, size, and geographic presence nationwide. 5. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 6. Teaming arrangements are acceptable, and the information required above on the company responding to this sources sought notice, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. 7. A brief description of your company's experience in performing an assessment of OMB Circular A-123 (specifically, internal control over financial reporting and conducting an acquisition assessment). 8. A brief description of your company's experience with the following laws and regulations: a. Federal Acquisition Regulation (FAR), b. Federal Managers' Financial Integrity Act of 1982 (FMFIA), c. Federal Financial Management Improvement Act of 1996 (FFMIA) d. Federal Information Security Management Act of 2002 (FISMA) e. Improper Payments Information Act of 2002 (IPIA) f. Financial Accounting Standard Board (FASB) Accounting Standards, Codification, g. Federal Accounting Standards Advisory Board (FASAB), h. Generally Accepted Accounting Principles (GAAP), and i. Generally Accepted Government Auditing Standards (GAGAS). 9. Specifically, identify any experience you have with Manufacturing Support Suite (MSS) as the Enterprise Resource Planning (ERP) system. 10. Are you able to provide knowledge of Manufacturing Execution Console (MEC) which is a part of the MSS solution used on the production floor? 11. List experiences with Contract Lifecycle Management (CLM) which is used to facilitate the requisition and fulfillment of orders handled by the Office of Acquisition. 12. Are you able to provide a key staff person capable of passing the mandatory background security investigations during the duration of the contract? 13. What is your staffing contingency plan if/when key personnel and staff persons are removed from the contract for any reason (e.g., promotion, termination, illness, death, etc.) so as not to interrupt contract requirements? 14. What percentage of work, if any, would be done by subcontractors? If so, what are your quality control measures? 15. Describe any other considerations or factors that you believe should be included as part of the solicitation requirements. At this point in the procurement process the BEP is performing market research to determine the interest of SDVOSB, VOSB, HUBZone, SDB, 8(a), WOSB and SB concerns only. Interested firms should send their information and/or capability statement to include addressing the questions above by email to michael.bolden@bep.gov; no later than Noon, Eastern Time, Tuesday, December 10, 2013. No phone calls will be accepted. Information shall also include: Name of your Company, POC name, phone numbers, email address, SAM certification, and indicate the Socio-economic status i.e. SDVOSB, VOSB, SDB, HUBZone, 8(a), WOSB and/or Small Business.
