Description
This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC), Crane Division has a requirement for Evaluations, Repairs, Training, Upgrades and Spare Parts to maintain and upgrade of the High Power Modulators in service at Communications and Power Industries, Palo Alto, California and Teledyne Electronics Technologies, Rancho Cordova, California and NSWC Crane. Minimum quantity of 0 each for Evaluations, Repairs, and Training and a Minimum quantity of 1 each for Spare Parts in Appendix B, Maximum quantities are 20 each for Spare Assemblies in Appendix B, Evaluations, and Repairs with a Maximum quantity of 10 for Upgrades and a Maximum quantity of 5 each for Training. Additionally, Spare Parts in Appendix C maybe purchased TBD with a Maximum total quantity of 100 parts. NSWC Crane plans to enter into a contract with ETM--Electromatic, Inc., (ETM) Newark, CA. Procedures in FAR Part 12 be used. The Contractor must be properly registered in the System for Award Management (SAM) to receive an award. This will be a five-year Indefinite Delivery Indefinite Quantity contract with a five-year ordering period. The contract will be issued as a Firm-Fixed Price contract with required delivery as specified by individual delivery orders with inspection and acceptance at destination within 30 days of receipt. This requirement will be solicited on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1)(a)(2)(iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is substantial duplication of costs and unacceptable delays in fulfilling Navy requirements. ETM is the manufacturer of the HVPS and the existing design drawings are their proprietary information. Establishing alternative sources will result in unacceptable duplicative costs and substantial delays to run correlation tests, to require the high voltage shop to become familiar with the new modulator, and to validate the testing. The solicitation will be available for download on or about 17 DEC 2013 located at http://www.fbo.gov. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation.
