Description
The General Services Administration has identified the need for a renovation project at the United States Attorney Offcie located in Winston-Salem, North Carolina. Window Washing 1. All windows within the US Attorneys offices are to be thoroughly cleaned on the interior side. This is to include all glasssurfaces and all metal frame parts. 2. The receptionists window is to be thoroughly cleaned on both sides including both glass surfaces and all metal frame parts. 3. Cleaning products are to be included in the submittals for review by GSA. All cleaning products shall be non-flammable.Cleaning products shall be "BioPreferred" and contain biodegradable surfacants, be non-corrosive, contain no chlorine bleachor ammonia, no A.P.E.'s, no VOC's or be VOC compliant have no ozone depleting ingredients, no phosphates, no carcinogens, no "butyl" solvents, no chlorinated solvents, no reproductive toxins, no heavy metals or phthalates. 4. Contractor is responsible for moving and protecting furniture for this portion of the SOW. 5. Contractor to protect surrounding area including but not limited to window sills, walls and floor from excessive exposureto water and other cleaning solutions, thoroughly dry all exposed surfaces. 6. Prior to beginning window cleaning any windows and or frames which are scratched and or damaged in any way shallbe brought to the attention of the COR to determine the appropriate action to be taken. Failure by the contractor to pointout any deficiencies prior to cleaning shall be the sole responsibility of the contractor to correct. Shampoo Carpet, Clean Tile floors: 1. Contractor shall obtain the services of a professional carpet cleaner for the shampooing of all carpet on this project. Product used shall be a carpet shampoo designed for deep cleaning carpets. Shampoo product shall meet the toughestindustry standards as set by the carpet industry and comply with environmental criteria same as #3 above. 2Contractor is responsible for moving and protecting furniture including file cabinets for this portion of the SOW. 3.Contractor to follow the manufacturers recommendations for deep cleaning this carpet. Contractor to provide a copy ofthe manufacturers recommendations for deep cleaning carpet in the submittals. For additional information on the proper way to clean this carpet the contractor may contact a technical servicesrepresentative at: Kraus Carpet Mills, 65 Northfield Drive West, Waterloo, Ontario, Canada, N2J4J4 or via phone (519) 884-2310 The carpets name and color is "micro-lites NO. 20112 Mulbery Lane". 4. Contractor to protect surrounding area including but not limited to walls, doors, door frames, cabinetry and floor from excessive exposure to water and other cleaning solutions. 5. Tile floors are to be cleaned thoroughly as though they are receiving periodic maintenance as per the manufacturersinstructions such as but not limited to:Machine scrub floor with the appropriate scrubbing pad or brush using the recommended cleaner.Thoroughly rinse floor with fresh clean water. Remove rinse water and allow floor to dry completely. On VCT determine if there is enough polish remaining on the floor per manufacturers recommendations.If enough polish remains buff, spray buff or burnish per manufacturers instructions to restore gloss or if needed applyadditional coats of polish to restore gloss.On CRT inspect grout and tile at pre bid meeting to determine extent of repair needed if any. If Grout repair is needed it is to be performed as per industry standards to produce a finished product consistant in color and texture. Any tile replaced shall match the existing. 6. Prior to beginning Shampooing and or tile floor cleaning any areas with damage such as rips, stains, runs, deep scratcheschips or loose tile shall be brought to the attention of the COR to determine the appropriate action to be taken.Failure by the contractor to point out any deficiencies prior to cleaning shall be the sole responsibility of the contractor to correct. Division 6 Wood and Plastics: Demolition 1Conduct demolition operations to prevent injury to people and damage to adjacent spaces and facilities designated to remain. Protect walls, ceilings, floors, and existing finish work that are to remain in place and are exposed during demolition operations. Cover and protect furniture, equipment, and fixtures that are to remain from soiling or damage. 2Contractor shall protect HVAC systems from dust and debris by whatever means necessary. Coordination with GSA's Building manager is required. Any cost to clean or maintian the HVAC system due to dust or debris found do to the failure of adequate protection will be the responsibility of the Contractor. 3Remove existing chair rail in rooms indicated on the drawing. 4Remove all existing window sills. New Construction 1Provide and install new chair rail that matches the removed chairail in rooms as indicated on the drawing. Removed chair rail may be reused with the approval of the COR. 2Fabricate furnish and install new wood window sills with plastic laminate cover. Style to match the removed window sills in thickness and width. Color is to match building standard. Wood not covered by plastic laminate is to be is to be painted with 2 coats of primer sealer prior to being installed on the window ledge. 3New window sills are to be installed level and square to the fullest extent possible allowing for pre existing window frame reveals. These revals are to maintain the same measured distance along the length of the sill. The window sill shall be installed level from the window frame out. no schedule impact.no schedule impact.no schedule impact.no schedule impact.no schedule impact.no schedule impact.no schedule impact.no schedule impact. 4Window sills that are longer than avaliable length laminate requiring joints shall be fabricated producing a smooth monolithic like surface with no change in elevation between the abutting sheets. Gaps between the laminate sheets will not be accepted. Exposed sharp edges of laminate will not be accepted. 5Include repairs as needed to conceal any exposed fasteners used to secure millwork items or components. 6Include any field cutting, edge banding and edge finishing required for window sill and or other components supplied under this scope. Division 8 Ballistic Transaction Window: Remove and replace: 1Remove existing ballistic glass from the existing frame in the reception area and turn over to GSA. Furnish and install a new piece of ballistic glass in the existing frame including any and all accessories. The Ballistic glass shall be a rated ballistic transaction window glass matching the thickness of the existing glass with pass thru to match the old glass. The existing corian pass thru shelf is to remain in place. Any damage to the existing frame and or corian shelf occuring during this portion of the SOW will be this contractors responsibility to repair or replace. Division 9 Acoustic Ceiling Tile: Remove and replace: 1Remove all acoustic ceiling tile through out as indicated on the Drawing. Replace acoustic ceiling tile with new tile that matches the existing. Armstrong: Cirrus Profiles, Tegular, Classic Step, White. 2Include cutting ceiling tiles for sprinkler heads, borders or penetrations. 3Include attic stock of ceiling tiles to consist of a minimum of 3 full cartons (36 tiles) and any/all full tile left unused during the installation process. 4Include all minor ceiling tile and gid touch-up and repairs during construction. 5Contractor shall inspect all ceiling grid framing as well as any/all insulation, MEP rough-ins, structural elements, blocking and other like installations contained within or above ceiling grid framing prior to re-installing ceiling tiles and promptly notify GSA, in writing, of any deficiencies which must be corrected prior to tile installation. Failure of this Contractor to provide written notification of defficiencies prior to proceeding with installing ceiling tiles shall constitute acceptance of existing conditions. This contractor shall repair any/all ceiling grid damaged during removal and or replacement of tile. 6Any tile used to correct deficiencies found during GSA inspections shall not be used from Attic Stock material. Division 9 Vinyl Cove Base: Remove and replace: 1Furnish all labor, materials, and equipment required for a complete Vinyl Cove Base installation per the plans and specifications including, but not limited to, Adhesives. 2Remove all vinyl cove base from all areas. As per the drawing. Replace Viny Base in rooms with VCT with new 4" high vinyl base of color matching the existing. New vinyl base to be from coil stock to minimize joints. Use factory molded outside corners. 3Installation of rubber base shall not occur until all final painting and wall covering is complete. 4Include transition strips as required between dissimilar surfaces in the type indicated per the contract documents, or as needed to ensure a complete installation. 5Include the protection of adjacent surfaces from base adhesives. Any removal from or repairs to adjacent surfaces caused by this scope are the responsibility of the contractor to repair. 6Include any minor repairs to installed flooring due to damage from construction activities. 7Application of base to wall shall follow the base and adhesive manufacturers recommendations and instructions. All wall areas to receive cove base are to be prepared for base installation by removing excess left over adhesive from previous base application. New cove base shall fit to the wall as if it is a new installation. Gaps between the wall and the top of the base will not be accepted. Division 9 Carpet Bound Top Base: Provide and Install: 1Furnish all labor, materials, and equipment required for a complete Carpet Bound Top Base installation per the plans and specifications including, but not limited to, Adhesives. 2Provide and install 4" high carpet bound top base in all carpeted areas. Color is to match the existing carpet. Provide samples for final selection by GSA. Carpet faceweight to be no less than 24oz. 3Installation of Carpet base shall not occur until all final painting and wall covering is complete. 4Include the protection of adjacent surfaces from base adhesives. Any removal from or repairs to adjacent surfaces caused by this scope are the responsibility of the contractor to repair. 5Include any minor repairs to installed flooring including carpet due to damage from construction activities. 6Application of carpet base to wall shall follow the carpet and adhesive manufacturers recommendations and instructions. All wall areas to receive carpet base are to be prepared for base installation by removing excess left over adhesive from previous base application. New carpet base shall fit to the wall as if it is a new installation. Gaps between the wall and the top of the base will not be accepted. Division 9 Wallcovering: Remove and replace: 1Furnish all labor, material and equipment required for a complete wall covering scope scope per the plans and specifications including but not limited to polyoleofin or polypropaline wall covering. 2Remove wallpaper from rooms #4, 12, 19 and 20 as marked on the drawing. 3Include all protection of floors, ceilings, walls, window sills and or other adjacent surfaces required for this scope. Any damage to these areas caused by this subcontractor's work will be the sole responsibility of this subcontractor to correct with no cost to the government or schedule impact. 4Removal products are to be included in the submittals for review by GSA. All removal products shall be non-flammable. Removal products shall be "BioPreferred", biodegradable, and be non-corrosive, contain no chlorine bleach, or ammonia, no A.P.E.'s, no VOC's or be VOC compliant have no ozone depleting ingredients, no phosphates, no carcinogens, no "butyl" solvents, no chlorinated solvents, no reproductive toxins, no heavy metals or phthalates. 5Provide and install new polyoleofin or polypropaline wall covering made for commercial use and compliant with all federal standards for wallcoverings in office space. Installation is to be per the manufacturers instructions. 6Upon removal of existing wallpaper the wall is to be prepared to receive new wall covering. Surface preparation shall be based upon the type of wall covering material to be installed and the type of adhesive to be used in accordance with all manufacture recommendations and instructions. 7Contractor is responsible for verifying that the moisture content and temperature of the surafce to be covered and the ambient conditions are acceptable for wall covering operations per the contract documents and all manufactures written reccomendadions. Any failure of this contractor's work resulting from the above will be the sole responsibility of the contractor to correct at no cost to the government and with no schedule impact. 8Installed wall covering shall be secure, smooth, clean, without wrinkles, gaps or overlaps. No horizontal seams are permitted. Wall covering surfaces shall be cleaned as the work moves along to remove any excess adhesive. 9Switch plates, wall plates, and surface-mounted fixtures shall be removed. Wall covering shall be cut evenly to the edges of any device box or support. 10Wall covering shall be hung in a manner that will assure color uniformity and matching of patterns at butted seams. Edges shall extend not less than 1/2 inch (13mm) behind the applied base or trim element. 11Sufficient quantities of wall covering are to be ordered initially to ensure that all rolls come from the same dye lot. 12Trim all frayed fibers at fabric seams. 13Remove all excess adhesive from wall coverings, windows, doors, trim, MEP items, trim, millwork, flooring, walls and ceilings. 14Include leaving a minimum of two double rolls of (each) wall covering type as attic stock. Division 9 Paint: 1Furnish all labor, material and equipment required for a complete painting scope per the plans and specifications including but not limited to drywall painting at walls and window wells, Plywood at window wells door and frame painting/staining, interior millwork and wood trim painting/staining. 2Include all protection of floors, ceilings, walls or other adjacent surfaces required for this scope. Any damage to these areas caused by this Contractor's work will be the sole responsibility of this Contractor to correct with no cost to GSA or schedule impact. 3All walls will be prepared for new paint as needed to produce blemish free smooth monolithic surfaces obtaining a level 4 finish. The contractor is to perform all work necessasary to bring the existing walls up to level 4 including but not limited to, patching, sanding and replacement of wallboard. 4This Contractor is responsible for verifying that the moisture content and temperature of the surface to be painted/stained and the ambient conditions are acceptable for painting/staining operations per the contract documents and all of the manufacturers written instructions and recommendations. Any failure of this Contractor's work resulting from thework resulting from the above will be the sole responsibility of this Contractor to correct at no cost to GSA and with no schedule impact. 5This Contractor is responsible for all barricades, dust curtains and signage required to cordon off its work area and warn others to stay out of or off areas being worked on as part of this scope.These measures are to be maintained and relocated as needed until such time as the final coat on surfaces being worked on has sufficiently dried or cured so that contact or air borne debris will not damage the final finish. 6Paint and Stain products are to be low VOC products. 7Paint on walls and window wells shall be a low VOC 3 coat system (1) primer and (2) finish with colors to be chosen by the USAO. Contractor to provide color wheel samples in submittal for selection and provide labor and material for application of chosen paint color(s) for approval on an area of wall approximately 4 square feet per color up to 4 colors. 8All doors and door frames are to be repainted with color to be chosen by the USAO. Prep doors & frames as needed to receive 2 coats of low VOC finish paint. Fill dents and deep scratches with filler made for wood and metal door and frame applications. Contractor to examine each door prior to providing price quote and include all parts and or repairs needed. Contractor shall protect all existing door hardware. All (6) six sides of door are to recieve new paint. 9Paint products are to be low VOC for interior applications and be applied as per the manufacturer's instructions. Provide product data as described above for acceptance by the Government. Final touch up of finish on walls and doors is included in this scope of work. Division 12 Furnishings: Window Blinds: 1Remove and discard all existing horizontal window blinds including all accessories and hardware. 2Provide and install new horizontal window blinds to consist of 2" STEEL slats in color to be chosen by the USAO. Provide and install all associated hardware to operate blinds manually. Tilt wands are to be provided that can be reached and operated while standing on the floor. 3Provide with cord locks giving a crash proof safety feature that locks the blind automatically in place upon release of cord. 4Upon completion of install the blinds shall be cleaned, have any stickers or tags removed and be in proper working condition. 5Provide color samples for selection by the USAO With submittal package. Division 12 Furnishings: Furniture, file cabinets and bookcases: 1Contractor shall remove all furniture items including but not limited to desks, chairs, tables, bookcases, file cabinests, ETC. from the areas to be worked in with the exception of phones, office and data equipment including computers, duress alarms, files, books and personal items belonging to USAO employees. 2Coordination with the employees of the USAO for moving the above items is the responsibility of the contractor and the sequencing of this phase of work shall be included in the construction schedule. 3Contractor shall replace all furniture items including but not limited to desks, chairs, tables, bookcases, file cabinests, ETC. back into the office or area it was removed from. Contractor to place items back in their original location. 4Contractor shall be responsible for damage done to furniture items caused by their employees during the moving operations. Contractor is to thoroughly inspect all items to be moved as part of this SOW and report existing condition to the COR prior to moving the piece.
