- This is a pre-solicitation notice in accordance with FAR 5.203(a), this is not a solicitation or invitation for offerors to submit proposals or questions. The Department of Veterans Affairs (VA), Durham VA Medical Center intends to issue a Request for Quotation (RFQ) to provide a lease agreement for circulation therapy devices that's salient to the technical specifications below: 1.Indication: DVT prophylaxis, reduction of post-operation pain and swelling, reduction of wound healing time 2.Size: 5.3 x 5.3 x 2.4 (135 x 135 x 60 mm) 3.Weight: 730 g / 1.6 lb. (including battery) 4.Power Input: 9.7 VDC 5.Battery*: 7.2 V (rechargeable NiMH) 6.Battery life 5h (after full recharge) 7.Recharge time 4-5 h 8.CHARGER Built-in 9.MAINS SUPPLY 100-240V, 50/60 Hz 10.INFLATION MODE Sequential compression 11.PRESSURE (preset) -Calf 50 mmHg ( ±10%) -Foot 130 mmHg ( ±10%) -Thigh 50 mmHg ( ± 10%) 12.COMPRESSION 13.DURATION -Calf Up to 10 sec -Foot Up to 6 sec (depending on model) -Thigh Up to 15 sec (depending on model) 14.PULSE FREQUENCY -Calf 1 per minute -Foot 2 per minute -Thigh 1 per minute The North American Industry Classification System (NAICS) code is 339113 (Surgical Appliance and Supplies Manufacturing). This requirement is being set aside exclusively for Small Business participation only in accordance with FAR Part 19.5 - Set Aside for Small Business. The contract will be awarded on a firm-fixed price basis. This will be a multiple award contract with a period of performance consisting of four 12 month option periods. The anticipated release date of the solicitation is on or about December 6, 2013 to the www.fbo.gov website.
