- The solicitation will be available in FedBizOpps on its issue date of 16 December 2013. Copies of the solicitation may be obtained on the Internet at http:/www.dibbs.bsm.dla.mil after the issue date. Hard copies of this solicitation are not available. Description: NSN 1005-01-003-7155 - Chute, Ammunition, being bought in accordance with Nobles Manufacturing, Inc. (76793) part number 0621D17560 per "Source Controlled" drawing (05606) 201F699, Amendment Number F, dated 09 October 1990. O nly the source and part number referenced above has been approved. Should a company wish to be reviewed and qualified as an "Approved Source", they may submit an application package through the DLA Land and Maritime Alternate Offer / Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring. Offerors should complete and submit their Alternate Offer (with SAR package) to the Contracting Officer listed in the Solicitation. Technical data is available for this Solicitation. However, this documents contains information that has been designated as "Military Critical Technical Data". Therefore, access is restricted to those suppliers qualified through JCP certification or to those licensed by either the Departments of State or Commerce or to foreign suppliers pursuant to international agreements. Only businesses that have been certified by the DOD, US/Canada Joint Certification Officer, and have a valid requirement may have a copy of the solicitation document. All requests for the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. The DLIS US/Canada Joint Certification Lookup service is also available via the Internet at http: www.dlis.dla.mil.ccal. Technical drawings/bid sets may be requested after the issue date on the Internet at https://dibbs.bsm.dla.mil by clicking on cFolders under the Technical Data tab. Requests should include the RFP number, opening/closing date, NSN, Purchase Request number, buyer's name, and the complete name and address of the requesting company. FEDERAL, MILITARY, AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP) in Philadelphia PA. Most documents are available in Adobe PDF format from the ASSIST - Quick Search and, in most cases, can be downloaded directly via the Internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shipping Wizard, after establishing a DODSSP Customer Account. Destination Information: To be shipped to Tracy CA 95304-5000 Delivery Schedule: 250 days. FOB Destination / Inspection and Acceptance at Origin. All responsible sources may submit an offer/quote which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All factors other than cost or price, when combined, are approximately equal to price. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All offers shall be in the English language and in US dollars. This solicitation is unrestricted. This solicitation will include DLAD provision 52.215-9023, Reverse Auction (RA). It is the intent of the contracting officer to utilize reverse auction to the maximum extent practicable. The inclusion of the provision does not mandate use of RA.
