Description
The U.S. Army Contracting Command Aberdeen Proving Ground-Belvoir Division, on behalf of Project Manager Close Combat System (PM CCS) intends to negotiate with Non-Intrusive Technology, Inc. (NIITEK) 23031 Ladbrook Drive Dulles, VA on a sole source basis to provide Engineering and Manufacturing Development (EMD) for a period of 21 months to demonstrate the integration of the Deep Buried Detection (DBD) capability with the existing HMDS Ground Penetrating Radar (GPR) and a 15 month option period to provide technical and logistics data, maintenance services and Low Rate Initial Production (LRIP) of HMDS-A2 systems and spare parts in support of the Husky Mounted Detection System (HMDS) Program of Record (PoR). The HMDS-A2 is a counter-IED system with the capabilities to detect underbelly IEDs and antitank landmines buried in primary and secondary roads. As a result, the HMDS-A2 is vital to Route Clearance Packages (RCP). HMDS-A2 uses an advanced, high performance GPR to detect both non-metallic and metal-cased buried threats, including IEDs constructed of bulk explosives and low-metal pressure plates. HMDS-A2 provides the GPR, Deep Buried Detection (DBD), and Marking Capabilities, installed on the manned and unmanned Mark III Husky, that enable detection of underbelly-attack explosive hazards during route clearance missions and weapons caches during area clearance missions. The resultant contract will be Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF). It has been determined that NIITEK, Inc. is the only responsible source and no other supplies or services will satisfy agency requirements. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 15 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Alison Peters, at alison.l.peters.civ@mail.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
