- (Note: If full text does not display, see attached document for full text) The United States Geological Survey (USGS) Earthquake Science Center (ESC) has received US Aid for International Development (USAID), Office of Foreign Disaster Assistance (QFDA) funding to oversee a project focused on earthquake hazards risk reduction in the country of Burma (Myanmar). In Fiscal Year 2012, USAID supported a needs and gaps assessment conducted jointly by the USGS and Burma's Department of Meteorology and Hydrology (DMH). In that assessment, DMH identified as a top priority the upgrade of their national seismic network, which currently does not meet key needs for hazard assessment and civil protection. The solicitation will be for an initial upgrade phase of the project which includes: instrumentation (sensors and data acquisition) to upgrade five existing seismic monitoring sites; network software and related hardware. Initial training on operation of the new network equipment and monitoring protocols will be provided. Options will be included for ongoing technical support and training to DMH personnel for up to three years. Two additional options are anticipated, each for the upgrade of three additional sites (in the same manner as the first five sites). See RFP for full details and specifications. The contractor will have responsibility for deployment of the equipment at the monitoring sites and network center, installation and integration of the upgrades to the DMH network, as well as initial training (anticipated time frame approximately 3/01/2014 3/15/2014 for installation; 3/30/2014 for completion of functional checkout, troubleshooting, and initial training). It is anticipated that much of the troubleshooting and some initial or ongoing training could be conducted remotely via WebEx-like methods, and software/hardware remote monitoring and troubleshooting could comprise the bulk of the technical support once the sites and network connections are established. This will complete the base period effort. Following this, option periods would include ongoing field support and training (in one year increments) for an additional two years. Additionally, an option line for a similar upgrade/installation of three additional monitoring sites will be included in the contract; as well as a second, separate option line for three more sites. The options are subject to continuation funding and availability of funds from USAID. Anticipated timing of the 3 additional site options would be: Option A1 approximately August 2015; and Option A2 approximately August 2016. All deliverables to be FOB Destination (Burma DMH); and all inspection/acceptance activities will be on-site in Burma. USGS personnel will be present in Burma during installation and checkout. Contractor will be responsible for all shipping and any necessary contractor personnel travel, visa, and import/export procedures. It is anticipated that USAID and/or USGS will assist in arranging for duty free import of necessary equipment into the country, as well as any short-term storage of pre-positioned equipment necessary. The seismic equipment is considered commercial in nature, and therefore it is anticipated that the procurement will be conducted under the provisions of FAR Parts 12 (Commercial) and FAR Part 13.5 (Simplified Acquisitions Test Program). Anticipated RFP release date is 11/26/2013 with proposals due 12/20/2013. Anticipated award date is 1/17/2014. See attached details for full specifications, SOW, schedule, and proposal instructions.
