Description
REVISED SOURCES SOUGHT ONLY: Based on the previous Sources Sought notice, W91247-14-R-0002 (dated 1 October 2013), the government was unable to determine, per the capability statements received, if the Respondents were able to meet the government's requirement to provide Information Assurance Support. To assist the industry and better identify the government's requirement, MICC-FB is issuing specific questions relative to the requirement. In order to ensure uniformity, previous submissions should be revised and resubmitted to address item six (6) below. The Mission Contracting Office at Fort Bragg, North Carolina, is conducting market research to determine the existence of interested sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide professional security services for information assurance support to the United States Army Reserve Command (USARC). The Army Reserve Network (ARNet) is a centrally managed unclassified network of over 65,000 assets. The ARNet supports approximately 65,000 users (military, civilian, and contractors) and is centrally managed from Fort Bragg, NC, as specified in the attached DRAFT Performance Work Statement (PWS). This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. Anticipated period of performance is a one-month phase-in, 11-month base period plus two (2) one-year option periods. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based upon information currently available, the Government anticipates fulfilling this requirement through a small business set-aside The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure please provide the following voluntary information: 1) Company name and Point of Contact; 2) DUNS number and CAGE code; 3) Socioeconomic Status (to include 8(a), HUBZone, SDVOB, etc.), if applicable; 4) Security Clearance Level; 5) GSA Schedule Contract Holder Information, to include contract number, if applicable; and 6) A brief Statement of Capability (no more than 5 pages); which responds to the following six questions and demonstrates the ability to meet the requirements specified in the PWS, and includes any Past Performance information on Government contracts of similar size and scope. Please provide your company's capacity or potential approach to achieving capacity, to support Information Assurance to a network which covers more than 940 locations worldwide servicing more than 65,000 users? Can you cite comparable past performance, for no more than the past three (3) years? Discuss your potential approach to achieving support to the Agent for the Certification Authority and Site Assistance Visits to a network which covers more than 940 locations worldwide servicing more than 65,000 users. Can you cite comparable past performance, for no more than the past three (3) years? Does your company have the technical ability and capacity to support the manual and automated source code review on custom Hosted Applications such as the Individual Training Readiness System, Reserve Component Automation System, Regional Level Application Software, or Chief Army Reserve Decision Support System, etc.? Can you cite comparable past performance, for no more than the past three (3) years? Does your company have ability to manage and technical ability to support the obtaining of an Authority to Operate (ATO) for classified systems? Can you cite comparable past performance, for no more than the past three (3) years? Please provide your company's technical ability, or potential approach to achieving technical ability to support the implementation and operating of the Network Access Control (NAC) for 70,000 end points? Can you cite past performance that is comparable, and if not what capabilities can you provide in order to perform this task and reduce risk? Explain how your company will fully comply with employees becoming DoD 8570.01-M qualified, IAT/IAMII-III qualified? No Reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
