- NOTICE OF CONTRACT ACTION (NOCA) - AFLCMC/HBAK intends to issue a sole-source contract to Jacobs Technology Inc. (Jacobs) for Engineering Technical and Direct Mission Support services to complete acquisition and deployment and to provide initial sustainment services for the following systems: Digital Airport Surveillance Radar (DASR), Standard Terminal Automation Replacement Systems (STARS) and the Automated Protocol Exchanger (APEX). The Government contemplates a three (3) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The Government anticipates award on or about 14 March 2014 of an ID/IQ using a cost plus fixed fee (CPFF) type contract with a cost reimbursable CLIN for Travel. Jacobs will provide the following services: Configuration/Data Management/Risk Management Support; Sustainment Support; Specialty Engineering; Program /Project Engineering Planning Support Services: Quality Assurance and Manufacturing; Requirement Analysis; Program/Project Engineering Planning Support Services; Validation and Verification; System of Systems Optimization; and Field Engineering and Deployment (travel included as required). The statutory authority which permits other than full and open competition for this acquisition is Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. This authority is being supported by a DMS Individual Justification and Approval (J&A). A Request for Information was previously issued on 29 January 2013 with reference ID: RFQ759577. This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's contract.
