Army Contracting Command - Redstone has a FY14 requirement to establish a new Cost-Plus-Fixed-Fee contract for developmental support for Airspace Integration (A/I)/Ground Based Sense and Avoid (GBSAA) technology development integration, demonstration, test, certification, and exercise interoperability support services to support the Unmanned Aircraft Systems (UAS) development of the AI/GBSAA. This system will facilitate the integration of UAS into the National Airspace System (NAS). The estimated period of performance is 36 months. The contractor shall perform hardware and software development to support GBSAA system requirements development, prototype hardware and software development, fusion/tracker development, target classifier development, UAS maneuver algorithm development, architecture development for interoperability capability to facilitate integration with ground control stations, and display development. The contractor shall provide engineering support to the effort to develop tools necessary to build the GBSAA safety case. The contractor shall support Human-Machine Interface (HMI) studies required to support the display development and ensure that the subsystems meet the required safety parameters. The contractor shall support the ability to do technology insertion and interoperability exercise demonstration and test using GBSAA. Because of the unique qualities of the different airspaces where UAS operate, there is a need for a data collection and analysis effort to support development of safety cases at each fielding site. The contractor shall provide engineering expertise and support to USAIC in this data collection effort for prototype systems to aide in furthering system development. The contractor shall provide all hardware and software catastrophic/critical safety risk cases for the system. The Government will use these data to independently evaluate the performance of the contractor's software development to support safety. The contractor shall develop detailed training packages and manuals for the GBSAA system operation to be provided to the fielding locations and utilized in training the system operators. The contractor shall develop and provide updated training information to each site and to the training coordinator, as necessary due to updated capabilities of the system. The Authority Cited is 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) entitled only one responsible source and no other supplies or services will satisfy agency requirements. Justification and Approval applies to other than full and open competition basis. This requirement is sole source to Syracuse Research Corporation (SRC), 7502 Round Pond Road North Syracuse, New York 13212. This requirement is subject to the availability of funds. Firms that recognize and can provide the required support described above are encouraged to identify themselves. All responsible sources may submit an offer, which will be considered. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation. However, the solicitation will not close prior to the closing date stated above.
