- Summary of Requirements The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) in relation to the procurement of hardware, software, and services for the NATO project: Provide Access Control and Threat Identification - Phase II. The U.S. Government must nominate potential U.S. prime contractors to the bidders list for this project. To be nominated, a U.S. prime contractor 1) must be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) must hold a current facility security clearance at the level of SECRET. In addition, for performance of the contract, all contractor personnel working on NATO sites will be required to hold NATO SECRET personnel security clearances. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NCIA the required NATO security clearance certifications. The reference for the IFB is IFB-CO-13684-OPL. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. SUMMARY OF REQUIREMENTS This high priority force-protection related procurement is in direct support of deployed NATO forces in the ISAF Theatre. This Contract represents the second phase of the Theatre Access Control and Threat Identification (TACTIC) project. Phase 1 delivered a full ID badge production and management capability, as well as a small access control capability. Phase 2 will deliver a full access control capability at four primary bases in ISAF. This will include electronic access control at exterior base entry and exit points, airport flight line entry/exit points, airport passenger terminals, and mobile reader capabilities. Additionally, Phase 2 will replace existing card stock with a contactless card stock with increased data storage. This will be used by the existing badge production equipment to produce enhanced capability badges that can interface with new Phase 2 electronic access control equipment. Please see attached for more information. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit completed one-time NATO ICB application): 17 December 2013 - IFB planned to be issued in January 2014 - Bid Closing planned for February 2014 - Contract Award anticipated in May 2014
