Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health, Clinical Center (CC), Department of Laboratory Medicine (DLM) intends to award a one year fixed price purchase order to STEMCELL Technologies Inc., Vancover, B.C V5Z 1B3 Canada for the acquisition of various STEMCELL reagents used in immunomagnetic cell separation. The Department of Laboratory Medicine, Hematology Service provides engraftment monitoring for allogeneic transplants in the clinical laboratory. As part of that service, Molecular Hematology selectively tests specific cell populations using an automated Cell Selector, the STEMCELL RoboSep TM. The proposed vendor, STEMCELL Technologies Inc. is the only known manufacturer and trademark holder of the STEMCELL disposables, the EasySep TM Human Whole Blood Myeloid Positive Selection Kit, the EasySep TM Human Whole Blood CD3 Positive Selection Kit, and the RoboSep TM Filter Tips that must be used with the RoboSep TM currently in place for cell separation at the NIH. The requested three products are proprietary to STEMCELL Technologies. At this time there are no substitute products for the RoboSep TM.The following items and one year estimated quantity need to be awarded on or around December 10, 2013: ITEM DESCRIPTION QTY 1. EasySep Hu WB Myeloid Pos Sel Kit w/RBC 18 2. Whole Blood EasySep Human CD3+ KIT 18 3. RoboSep Filter Tip Racks (box of 8) 240 The comprehensive system of the instrument and consumables is necessary to produce a complete testing result. The government reserves the right to increase quantities pursuant to FAR 52.217-6. The stated acquisition shall not exceed the simplified acquisition threshold. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments referencing this posting number may be submitted to the CC Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice
