- The U.S. Geological Survey has a need for a bridge task order to maintain current services previously issued under G13PD01121 while a new contract is being awarded separately. USGS intends to award this four (4) month extension (bridge) Task Order to the incumbent contractor, Coastal International Securitys GSA contract # GS-07F-0352K. The USGS has determined that there is no other source that can provide the above services (see sole source justification below); therefore, the USGS intends to make an award to Coastal International Security, Inc. for a one month continuation of services. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: JUSTIFICATION AND APPROVAL LIMITED SOURCE JUSTIFICATION FOR FEDERAL SUPPLY SCHEDULE (FSS) AWARD (FAR 8.4) 1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey (USGS), Office of Acquisition and Grants (OAG) plans to contract by means other than full and open competition. This document sets forth the justification and approval to award a new bridge contract on a limited source basis as required by FAR 8.405-6. 2. Nature of Action Being Approved. Issue a sole source bridge Task Order under the General Services Administration (GSA) schedule to Coastal International Security, Inc., to continue providing existing armed security guard services for a period of December 1, 2013 through March 31, 2014. 3. Description of Supplies or Services. Armed security guard services for the USGS National Center in Reston, VA. 4. Estimated Dollar Value. The estimated dollar value of the four month bridge Task Order is [Dollar values have been redacted ] 5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 8.405-6(b): Only one source is capable of providing the supplies or services required. 6. Rationale Supporting Use of Citation in No. 5. Coastal International Security is the current contractor that provides the armed guard services under order G13PD01121, which expires November 30, 2013. G13PD01121 was issued as a bridge contract to allow OAG and the USGS program office additional time to complete the competitive follow-on guard services Task Order. However, due to a Government shutdown and the number of actions still required prior to award, the new award cannot be made prior to the expiration of the current bridge contract. Originally, OAG anticipated award of the new competitive Task Order by November 1, 2013, to have the new contractor take over full responsibility of these services as of December 1, 2013. Having an award in place by November 1, 2013 would have allowed ample time for the required one month transition period between the incumbent contractor and the newly awarded contractor. However, since an award was not in place by November 1, 2013, due to the government shut down, the USGS now has a need to issue a new bridge Task Order to Coastal International Security. At first, the USGS contemplated issuing another two month bridge contract through January 31, 2013, but after considering all factors found that a four month bridge contract is in the best interest of the Government. The USGS has a need to issue the bridge Task Order for 4 months to allow ample time for the USGS OAG and program office to perform these tasks while following implemented DOI policy and FAR regulations. Also, as the current bridge contract expires on November 30, 2013, this does not allow ample time for another contractor, other than Coastal International Security, to perform ramp up services to take over the responsibilities of this requirement. Coastal International Security is the current contractor performing these services and is the only contractor in the market place that could continue services beginning December 1, 2013 without a lapse. Any other contractor would need at least a 30 day period to prepare before beginning services. A sole source bridge Task order to Coastal International Security is needed to ensure there will be no lapse in armed security guard services for the USGS complex in Reston, VA until the procurement for the new competitive Task Order has been awarded. As a Level IV Federal Facility owned by the GSA, the USGS complex in Reston, Virginia (tenanted by multiple Federal agencies) is required to provide access-screening and armed security guard services for the 103 acre campus 24 hours a day / 7 days a week. A lapse in service would jeopardize the security of the USGS complex and all its residing employees. 7. Other Information. The four month bridge Task Order will be issued against Coastal International Securitys existing GSA schedule contract GS-07F-0352K. 8. The Efforts to Identify Additional Sources Including the Market Research Conducted. A competitive procurement is in progress. The bridge contract is required to prevent a lapse in services. 9. Actions to Overcome Barriers to Competition. A new competitive contract is in progress. Due to a time restraint of when the current bridge Task Order ends, Coastal International Security is the only company that can continue performing the guard services without a lapse in service. All other contractor would need at least a 30 day window before having the ability to fully take over all guard services responsibilities. 10. Recommendation and Certification from Program Office Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.
