- In the RFP Amendment to Solicitation 2013-21016A of November 18th, USTDA received inquiries related to access by the U.S. Contractor to classified sites and information. This information is restated below: USTDA received inquiries as to how many sites are considered classified. All the sites selected for the study are considered classified. USTDA received inquiries as to what is considered classified. Information pertaining to server/network/application inventory and their interfaces are all considered classified. USTDA received inquiries as to whether the selected Contractor will be able to survey sites with high security or classified processing. The selected Contractor will not be able to do this. USTDA then received follow-up inquiries related to the above. In order to clarify the situation with regard to access by the U.S. Contractor personnel (as opposed to the cleared Romanian subcontractor personnel) to classified systems and information, the Offerors are notified that: • In this project will be handled both classified information and unclassified information. As mentioned in Request for Proposal (section 3.6 Romanian Classified Information) and Annex V - Terms of Reference (Sub-Task 2.2 - Information Gathering) the data / documents / deliverables containing Romanian classified information shall be handled in accordance with Romanian Law regulating the protection of classified information under contractual activities (see Attachment I - Security Authorization Information). The U.S. Contractor will have the opportunity to perform the FS based on unclassified information. • In order to avoid any kind of misunderstanding, we underline that, as is mentioned in Attachment I - Security Authorization Information: "In order to obtain the industrial security approval, the trader fills an application to the contracting authority". In this case submission place is: Directorate for Communication and Information Technology (Directia pentru Comunicatii si Tehnologia Informatiei), Ministry of Internal Affairs of the Government of Romania, Piata Revolutiei nr.1 A, sector 1, Bucharest, Romania. In addition we received the following question, "What is the classification level for information handled in our project?" The response is as follows: The preliminary analysis revealed that the classification level of information that will be handled in this project, relative to Terms of Reference, is ‹secret service›. If during project implementation is found the need to change the classification class/level of information handled in this project, it shall be necessary to obtain the appropriate authorization or industrial security certificate. USTDA is making this information available for the benefit of all prospective bidders. Due to the date at which this information has become available, the response date for this RFP is extended to 12:00 PM local (Romania) time on December 9, 2013.
