Description
The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package may be limited to this electronic medium. This is NOT an invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. The information herein below is released for wide dissemination to all parties and is indicative only. The information is subject to modification and is in no way binding to government and the estimate is based on the best information available at this time. Subject to the availability of funds, the United States Agency for International Development (USAID) in East Africa, intends to issue a Request for Proposals (RFP) on or around December 6, 2013 for a fixed price contract between $160,000 and $300,000 for an End of Project Evaluation for the Competitiveness and Trade Expansion (COMPETE) Trade Hub Project Under GBTI II No. EEM-I-00-07-00008-00 Task Order No. EEM-I-05-07-00008 with Chemonics International. The purpose of this evaluation is to provide USAID/EA and its partners with an independent assessment of COMPETE project performance, highlighting the major achievements, strengths and weaknesses in order to learn from it and use the lessons for future regional programming.
