- SF 18 Solicitation N00421-14-T-0050 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with UNITRON, under the authority of FAR 6.302-1, FAR Part 12, FAR Part 13, and is set aside for small business under FAR Part 52.219-6. Unitron is the only known source with units that can meet the critical size, noise, and safety requirements of the Systems Integration Laboratory. The desired power converter and power source are integral parts of the test program. The program cannot support any down time due to unserviceable equipment which will cause u nacceptable delays in fulfilling the agency's requirements. The required units will be installed in the lab and therefore, must be in compliance with electrical code and space requirements as the operable space is limited. These units have a unique mountable FlatPak design in which the physical characteristics of the unit allow for practical fit within the limited lab space and equipment room. The required Unitron units meet all of these requirements. Although there are other commercially availabe 400 Hz Power Converters and 28VDC Power source, these units are necessary to meet the functionality of the test lab. Procurement of another unit is not cost effective and will require excessive cost and delays. Market research indicates no other vendor can meet Unitron footprint. However, this office will consider any small business offeror who feels they can meet the required characteristics. The offeror may provide a bid by close of this solicitation. Offerors must be registered in the System for Award Management (SAM) formerly Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This maybe accomplished electronically at https://www.sam.gov/portal/public/SAM/. See Attached RFQ Interested persons may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4pm, 2 December 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
