Description

P1402 Replace Underground Fuel Piping at the Navy Fleet Logistics Center, Jacksonville, FL. The work includes the construction of new aboveground fuel piping, new pig launching and receiving stations and a new meter proving station with an option for the removal of the existing underground piping. The contractor shall perform all services necessary for the construction of P1402 Replace Underground Fuel Piping at Navy Fleet Logistics Center Jacksonville, FL, in accordance with the Plans and Specifications included in the Request for Proposal (RFP). The total completion time for this project is 541 calendar days from the contract award date. The liquidated damages for this project are $3,120.00 per calendar day of delay. ************************************************************ Procurement Method: Contracting by Negotiation - Best Value Trade-off ************************************************************ The NAICS Code for this procurement is 237120 ************************************************************ Project Magnitude: $5,000,000 to $7,000,000 ************************************************************ This is a new procurement. It does not replace an existing contract. No prior contract information exists. ************************************************************ The proposed contract will be solicited inviting full and open competition. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation should be available at this site on or about 06 December 2013. Contract Award is anticipated April 2014 ************************************************************The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. ************************************************************ Offerors shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work. ************************************************************
