Description
HC-144A AIR CYCLE MACHINE (ACM) P/N 782630-5 Sources Sought and Industry Comment HSCG38-14-S-010002 Category: HC-144A Air Cycle Machine (ACM) P/N 782630-5 Contact: U.S. Coast Guard Aviation Logistics Center Elizabeth City, NC. 27909 Synopsis: This is not a request for proposals. This synopsis is for information, planning and market research purposes only. This is not a solicitation announcement and no contract will be awarded from this announcement. Small and disadvantaged businesses are encouraged to provide a response. The United States Coast Guard (USCG) Aviation Logistics Center is requesting industry interest for the repair, overhaul and upgrade of the Hamilton Sundstrand Air Cycle Machine (ACM) currently installed in the Coast Guard's HC-144A aircraft. Hamilton Sundstrand, Windsor Locks, CT, is the ACM's original manufacturer (OEM). ACMs are used for pressurization and cooling of the aircraft. In an effort to improve the ACM reliability, the Coast Guard is seeking sources with experience in the repair and overhaul of part number (P/N) 782630-5 in accordance with (IAW) Component Maintenance Manual 21-51-48 Rev 7, dated 07 Aug 2007. In addition, the Coast Guard is seeking industry review, comment and recommendations for clarification of the draft statement of objectives attached. Information from potential sources who can recommend improvements that will increase reliability of the unit ultimately lowering operational costs. Proposed modifications include replacement of the steel bearings (P/N M100HX76) with ceramic bearings or recommend the use of Parts Manufacturer Approval (PMA) replacements. Interested sources shall meet the following criteria: 1. Be an FAA authorized repair center with experience in repair/overhaul of ACMs. 2. Have the engineering expertise to design or recommend modifications. 3. Have access or the ability to obtain OEM specifications or provide sufficient technical data to ensure that the repaired/overhauled/modified ACM meets OEM specifications. The Coast Guard does not own nor can it provide OEM specifications. 4. Be able to procure OEM replacement parts or provide technical specifications for Parts Manufacturer Approval (PMA) replacements. 5. Demonstrate past performance information for the past two years for repair/overhaul for similar or like components. 6. Have a quality system which meets ISO 9001-2000 or one that is acceptable to the Coast Guard. 7. Review and provide comments for the attached statement of objectives. Organizations having the required expertise, capabilities and an acceptable quality system are invited to submit complete information packages. The information contained therein shall pertain to this announcement only. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity (FBO). Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals and in no way obligates the USCG to award any contract. TELEPHONE RESPONSES WILL NOT BE ACCEPTED. Responses must be received no later than 20 DEC 2013 at 1545 hours (3:00 PM EST). Firms responding to this announcement that fail to provide all of the required information cannot be used to help the USCG make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement (if any) separately from the responses to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Organizations having the required expertise and capabilities are invited to provide comments. The Coast Guard does not intend to pay for the information received.
