- SF-1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation for custodial services in accordance with Defense Microelectronics Activity Performance Work Statement 13-3D8 dated 19 November 2013. The NAICS Code is 561720 with a size standard of $16.5M average annual receipts over the last 3 years. DPAS Rating is C9E. This requirement is 100% set-aside for small businesses for the competitive acquisition of custodial services to be performed at Defense MicroElectronics Activity (DMEA), 4234 54th St, McClellan, CA (Bldg 1) and 4235 54th St, McClellan, CA (Bldg 2). Solicitation HQ0727-13-R-0002 is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-70 effective 30 Sep 2013. Offerors are requested to submit a written proposal in response to the attached solicitation dated 19 Nov 2013 on a firm fixed price (FFP) basis for custodial services to be performed at the aforementioned location(s). It is also important to note that Building 2 is currently unfurnished and unoccupied, but will be furnished and occupied during the period of performance of this contract. The period of performance will be 01 Feb 2014 - 31 Jan 2015, with two (2) option years. If all options are exercised performance would conclude 31 Jan 2017. This solicitation will result in a firm fixed-price contract containing the following contract line item number(s): 0001 Custodial Services at Bldg 1 0002 Custodial Services at Bldg 2 0003 Option Year 1 Custodial Services at Bldg 1 0004 Option Year 1 Custodial Services at Bldg 2 0005 Option Year 2 Custodial Services at Bldg 1 0006 Option Year 2 Custodial Services at Bldg 2 0007 Over & Above The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written proposal are due at or before 9 AM PST, Thursday 19 December, 2013. Offerors are required to submit their proposals using the SF- 1449,Solicitation/Contract/Order for Commercial Items, and the attached Bid Schedule. (c) Proposal prices shall be valid for 60 calendar days from the date specified for receipt of offers. The provision at FAR 52.212-2, Evaluation -- Commercial Items applies. In addition to the information within paragraph (a), the following evaluation factors shall be used to evaluate offers: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price Technical and other non-price factors, when combined, are not significantly different than price. Evaluation of quotes may be made without discussions.
