- Description
- NASA/ARC has a requirement to extend a non-exclusive license to operate FameLab International in the United States for the period of December 2013 through December 2016. <p> NASA/ARC intends to modify an existing purchase order to purchase this additional service from Cheltenham Festivals Ltd. in accordance with 10 USC 2304(c)(1), the only known responsible source for these services, and no other supplies or services will satisfy agency requirements. Cheltenham Festivals Ltd. is the only source identified that meets all of the NASA/ARC requirements. <p> The license agreement and service shall provide the following: 1)trainers experienced in mentoring early-career researchers in science (graduate students and postdocs) on how to convey scientifically technical information to the public in an engaging way, 2)experience in, written material about, and an existing structure to support national and international competitions in such speaking presentations, 3)access to a network of early-career researchers interested in conveying scientific information to the public, which can serve as a support mechanism to participating speakers, and 4)an existing, visible identity in such activities that will serve to attract early-career researchers into this series of competitions. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 05, 2013 to lam.v.pham@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
