- Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to issue an award to Rigaku Americas Corporation, 9009 New Trails Dr, The Woodlands, TX 77381-5209 under FAR 6.302-1, on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. This contract is for a benchtop XRD system with a continuously variable divergence slit that keeps the irradiated area of the sample constant throughout the entire 2-theta measurement range. The Rigaku MiniFiex 600 is the only benchtop XRD system available with an optional diffracted beam monochromator which is necessary to suppress Fe fluorescence, K-beta radiation, and W-L radiation. The diffracted beam monochromator with scintillation counter detector will provide better than 1% energy resolution for Cu radiation which no other benchtop XRD system can provide. The Rigaku MiniFiex 600 is the only benchtop XRD system available provided or upgraded with an optional multi-position Automatic Sample Changer. This allows the user to load up to 6 samples to be measured sequentially and automatically without user intervention, which is a requirement for analysis of samples. No other benchtop XRD system is provided or can be upgraded with an Automatic Sample Changer. This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received within five (5) days after the date of publication of this notice will be considered by the Government. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
