Description
The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for Research and Innovative Technical Analysis (RITA) Professional Services onboard Marine Corps Base, Quantico Virginia. The RITA Professional Services contract shall be solicited using full and open competition procedures. RITA will be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract consisting of Firm Fixed-Price (FFP) line items for labor and cost reimbursable line items for Travel and Other Direct Costs (ODCs). Awards will be made to at least three and up to five contractors, to include both small and large businesses. At least two awards shall be made to small businesses, provided the small business offerors' proposals are responsive to the solicitation. The projected period of performance will be a one-year base period of performance and two (2) one-year option periods. The NAICS code associated with this requirement is 541330. To qualify as a small business concern under the NAICS code, a company must have average annual receipts of $14.0 million or less. This action will be solicited utilizing commercial item acquisition procedures (FAR Part 12). All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) no earlier than fifteen (15) days after the posting of this presolicitation synopsis. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. STATEMENT OF NEED: (Note: A formal Performance Work Statement will be provided with the RFP) Marine Corps Combat Development Command's (MCCDC) Operations Analysis Division (OAD) requires contractor support for the Marine Corps Studies System (MCSS). MCCS is a principal component of a "force in readiness" to support the Marine Corps Vision and Strategy 2025 as outlined by the Commandant of the Marine Corps. MCSS provides independent, objective, and unbiased analyses focused on current, mid, and long-range issues that support all leaders throughout the Marine Corps including the Marine Operating Forces, the Marine Corps Combat Development System, and the Expeditionary Force Development System, and supports the Marine Corps Systems Command equipment acquisition process. Studies produced under the cognizance of MCSS provide hard facts and science that are used by Marine Corps leadership to make critical decisions that support and determine future requirements of the Marine Corps and provide the means and measures through which requirements are turned into capabilities. Studies and analyses include: technology assessments, organization and force structure analysis, manpower analyses, model development, requirements analysis, systems engineering assessments, weapons system analyses, feasibility analyses, concept development, combat modeling and simulation analyses, scenario development, cost estimation and cost benefit/effectiveness analyses, intelligence studies, Analysis of Alternative (AoAs), Capabilities Based Analyses (CBAs), irregular warfare analyses, cultural studies, foreign sociological and economic assessments, training assessments, business support and improvement, advisory and assistance services, consulting, documentation, reports, plans, and test and evaluation support, and other analyses in support of Program Objective Memorandum (POM) initiatives and the Marine Corps as a whole. OAD requires a multiple-award contract (MAC) with Indefinite-Delivery/Indefinite-Quantity (IDIQ) ordering capability that provides professional operations research expertise to accomplish extremely technical analysis of issues of major importance to the future of the Marine Corps. The requirement is needed in fiscal year 2014.
