This is a combined synopsis/solicitation Notice of Intent (NOI) for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI-13B165138 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70, dated September 30, 2013. The associated North American Industry Classification System (NAICS) Code is 339112, which has a business size standard of 500. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. All responsible sources may submit offers that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure service, maintenance and repair for laboratory equipment from Leica Microsystems, Inc. This is the only known vendor authorized and able to provide certified expertise and certified technicians. Parts and accessories must be original so as not to affect the manufacturer's warranty. Statement of work is attached. The following factors shall be used to evaluate offers; 1) Technical capability to meet required specifications; 2) Price; 3) Warranty. Period of Performance: 12/1/2013 - 11/30/2018. Option periods of four (4) years. Total not to exceed five (5) years from date of award. Place of delivery NIH/NIAID, Bethesda, MD, 20817. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. In order to be considered for an award, an offeror must have completed the electronic online Representations and Certifications Application portion at https://www.sam.gov accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the System for Award Management (SAM) will make an Offeror ineligible for award]. Copies of the aforementioned clauses are available at www.far.gov.
