- NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Network Contracting Office 8 (NCO 8) intends to award a sole source, firm fixed price, contract for the commercial purchase of warehouse space and services to E&S Diversified, 4433 Mt. View Drive, P.O. Box 140905, Anchorage, Alaska, 99514-0905. The award is for a base period with two six months options. Authority: Public Law 109-461 (Veterans First Contracting Program); 38 USC 8127 (Small Business Concerns owned and controlled by veterans: contracting goals and preferences); FAR Part 6.302-5(6) (Sole source awards under the Veterans Benefits Act of 2003 [15 U.S.C. 657a); VAAR 819.7007 (Sole source awards to service-disabled veteran-owned small business concerns). Additionally, this acquisition shall follow the procedures under FAR Part 13 (Simplified Acquisition Procedures). Period of Performance: January 1, 2014 thru December 31, 2014 NAICS: 561499/Size Standard: $7M Requirement is for warehousing in Orlando, Florida. 200,000 square feet (approx.) of climate control warehouse space with racking system for 140,000 square feet. Security and alarm systems required. Contractor shall provide all personnel, labor, materials equipment, transportation of equipment between Orlando VA facilities to contractor's warehouse facility. Services shall be performed during the VA normal business hours, 8:00 a.m. through 5:00 p.m., Monday through Friday, excluding Government holidays. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any Service Disabled Veteran-Owned Small Business that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice.
