- Description
- The National Institute on Drug Abuse (NIDA) plans to solicit proposals from offerors to perform non-clinical ADME (Absorption, Distribution, Metabolism, and Excretion) studies in support of its medications development program. The non-clinical ADME studies involve conducting: Bioavailability and pharmacokinetic studies, mass balance studies, tissue distribution studies, and toxicokinetic analysis of new potential medications. Additionally, prospective offerors provide analytical services such as structure identification of major metabolites by mass spectrometry or Nuclear Magnetic Resonance (NMR) and the development of sensitive and specific assays for a potential medication and its metabolites in biological matrices. As part of the medication development process, prospective offerors use the experimental designs and processes such as: High Performance Liquid Chromatography (HPLC), Liquid Chromatography-Mass Spectrometry (LC-MS), Liquid Chromatography with Tandem Mass Spectrometry (LC/MS/MS), and Gas Chromatograph-Mass Spectrometry (GC-MS). To undertake these ADME studies, each prospective offeror must abide by the Controlled Substances Act of 1970 and possess a DEA Registration for Chemical Analysis or Research Registration for Schedules II to V. Additionally, each offeror must demonstrate the capability to obtain a DEA registration for Schedule I controlled substances. We anticipate the award of one cost reimbursement, severable Level of Effort (LOE) contract with a base period of one year with four option years. In addition to the options to extend the contract period, option quantities under this contract are anticipated. RFP No. N01DA-14-8916 will be available electronically on or about December 2, 2013. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov or through the NIDA website at the following address: ( http://www.nida.nih.gov/funding/funding-opportunities/nida-requests-for-contract-proposals-rfps ). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Responses to the RFP will be due on or about 45 days from the release date. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. Based on market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice.
