Description
The Social Security Administration plans to solicit for an Indefinite Delivery, Indefinite Quantity type contract, with intent to award one contract for a solution that provides digital recording and review capability of disability hearings. Equipment and services shall be delivered and installed at hearing sites throughout the United States and its territories. The Contractor shall support the following objectives: ?? Provide the hardware and software for the digital recording solution ?? Provide maintenance of Digital Recording equipment and software ?? Provide technical support to address user questions and hardware and software problems ?? Install new equipment ?? De install equipment as requested by SSA ?? Re install equipment as requested by SSA ?? Provide technical training for operation of digital recording solution as requested by SSA ?? Inventory and track all Digital Recording hardware and software The contractor's solution shall: ?? Provide the ability to record audio from in-person participants, telephone participants, and video participants. ?- Audio from all participants must be recorded regardless of the volume of the speaker's voice or the mode of participation. ?- Audio from all participants must be clearly heard during playback. ?? Provide the ability to record up to 8 participants independently. ?? Prevent audio feedback during recording. ?? Record audio at a quality no less than 22.05 kHz, 16 bits, 64 Kbps per participant. ?? Provide the ability for one operator to set up the digital recording solution and start recording. ?? Provide ability for one operator to end recording of all hearing participants. ?? Provide ability for one operator to pause recording of all hearing participants. ?? Provide for confidence monitoring in which the operator can verify the hearing is being correctly recorded by listening directly from the recording medium with a maximum ten second delay. ?? Provide the ability for customization, to allow an operator to enter identification data (e.g., Social Security Number (SSN), hearing date, claimant name, Digital Recording ID, etc.) generated from the agency's case management system prior to the start of the recording. Identification data shall: ?- Be associated to all files with the hearing session ?- Display to the operator during the recording ?- Be visible during playback of the hearing ?- Be used by the system for customization of audio file names ?? Provide the ability for an operator to type notes associated to the hearing while recording is in progress. ?- Note taking capabilities shall be a part of the same software that is used for starting and ending the recording. ?- Provide the ability to place time stamped annotations within the notes during the recording. ?- Provide the ability for an operator to indicate what participant is speaking and associate the notes for that time interval. ?- Software shall provide the capability for an operator to customize keystrokes for note taking. ?- Provide the ability to edit notes during and after the recording. ?? Create a new audio file when an operator starts a hearing, and close the audio file when an operator ends a hearing. ?? Package all files for each hearing into a folder just for that hearing. ?- Store the packaged files in a designated local or network location. ?? In addition to audio files generated by the digital recording solution, produce an audio output file that is non-proprietary. ?- This file shall include all recorded participants in a single stereo track. ?- The file shall be created from the same digital recording software package as was used to create the recording. ?- The file format shall be written in a consumer standard compressed audio file format (e.g. mp3, wma, etc). ?- The audio quality of the non-proprietary file must not be less than 96 kbit/s. ?? Allow the operator to resume the recording session easily and quickly if the recording is unexpectedly interrupted, such as in the event of a power outage or disconnection of peripherals. ?? Run on agency owned computers on Windows 7. Contractor must have capability to make upgrades to their solution that will match upgrades in Windows software. The Social Security Administration intends a full and open competition, with no set-aside. The Solicitation will posted at this web site (www.fbo.gov) under solicitation number SSA-RFP-14-1012. A contract with a base year and four option years is planned.
