CSR Support Development Program Sources Sought Notice HHS-NIH-NHLBI-SBSS-RG-14-12 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Heart, Lung and Blood Institute, Rockledge Dr. Bethesda, MD, Office of Acquisitions, 6701 Rockledge Dr RKL2/6121A MSC 7902, Bethesda, MD, 20892-7902, UNITED STATES Introduction This is a Small Business Sources Sought notice set aside for 8(a) small businesses. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified 8(a) small business sources; (2) what type of 8(a) small business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8(a) small business under NAICS code 611430 should not submit a response to this notice. Background The Center for Scientific Review (CSR) is the gateway for NIH grant applications and their review for scientific merit. CSR organizes the peer review groups or study sections that evaluate the majority of the research grant applications sent to NIH. It also receives all grant applications for NIH, as well as for some other components of the U.S. Department of Health and Human Services. CSR's mission is "to see that NIH grant applications receive fair, independent, expert, and timely reviews -- free from inappropriate influences -- so NIH can fund the most promising research". Project Requirements A series of interrelated facilitated training sessions and workshops will be provided by the offeror that will address: • Collaboration - Work with other support staff in their integrated review groups (IRGs) and other IRGs across the organization effectively; • Teamwork - Work with others to meet the mission of the organization by providing assistance for grant applications to receive fair, independent and timely review for the National Institutes of Health to fund; • Accountability and consistency - Identify management's expectations of employees and promote a sense of employee accountability in a positive way which will encourage employees to embrace this responsibility. • Communication- Overview of the importance of communication and explore techniques for effective communication; • Performance Management- Develop and implement strategies that optimize individual performance within the organization; • Time Management - Develop and implement strategies for employees to manage multiple tasks and projects effectively and efficiently; • Building relationships - Build relationships with other staff for effective teamwork, mutual gain, and trust in each other and management; • Dealing with change - Provide strategies for assuming responsibility to effectively promote, understand, and accept organizational change; • Quality control - Provide techniques to ensure effective quality control of work; • Project Management - Strategies for effectively managing multiple tasks and methods to prioritize projects effectively; and, • Dealing with Difficult People - Techniques for managing difficult colleagues in a professional manner. • Professional Integrity - Techniques to display and promote conduct and behavior in the workplace. • Results orientation - Strategies to focus on desired results and sets to achieve challenging goals. • Knowledge sharing - Strategies to disseminate information, formally and informally to increase organizational effectiveness and communication. • Individual Development Plans (IDPs) - Positive strategies to develop an IDP for future career growth. The contractor shall prepare three types of evaluations which will be completed by the attendees. One shall be an evaluation questionnaire of each day of the program. The second shall be an overall evaluation of the entire program series to be completed by all program participants. The questionnaire shall be directed toward soliciting participant's comments as to the value of the material taught, relevance to their own position, changes and additions recommended, and the quality of the instructor(s). The third evaluation, to be designed in collaboration with the CSR, shall be a post-program follow-up six months after the program to determine participants use and application of the training. All handouts, evaluations, or questionnaires must be available in electronic format if needed and meet relevant 508 compliance standards for making electronic information technology accessible to people with disabilities. Screen shots of the survey will be added to the OMB clearance application. Approval from OMB must be received prior to administration of the survey. This is estimated to take 30 days following submission of the application to OMB. All surveys must be available in accessible electronic format as well as on paper. Examples of types of electronic documents and hardcopy reports are MS Word and PDF documents. Word documents must be properly structured and at a minimum, pass the MS Accessibility Checker in Office 2010; PDF documents must pass the Adobe Accessibility Checker and tables must be properly tagged, and reading order correctly set. (See http://www.hhs.gov/od/508policy/508_policy.html, for a definition of this requirement.) Target audience A cadre of 7 to 8 individuals selected each year by competitive application process. The application process will be administered by CSR. The selection process will be coordinated internally by CSR staff. Pre-workshop session activities • This project may require the participant's to complete a standardized assessment or instrument (for example, such as the Meyers-Briggs). The need for and use of any assessments will be determined prior to each program commencement. For purposes of this proposal, please assume that the assessment will be Meyers-Briggs, there will be 7 to 8 participants per year and the Contractor will provide a summary of the results 15 business days prior to the first class. Workshops • There will be five full day, on-site workshops, which will include a combination of presentations, small group discussions, individual exercises, and team activities designed to promote experiential learning. The Contractor will prepare and give the presentations, individual exercises and team activities and facilitate the group discussions on the approved topics. Content will target improving the developmental skills to perform efficiently and effectively. • There will also be ten half-day, on-site workshops. Each half-day workshop will focus on homework to develop for continuous learning experiences focusing on tools and techniques for the participants to practice and develop the skills taught throughout the workshops • No travel will be involved for the participants. The contractor will assume all travel expenses for their trainers to arrive at 6701 Rockledge Drive, Bethesda, MD 20892 for the sessions. The sessions will include being present five full days on site and ten half-days on-site at Rockledge for presenting the training sessions. • If specific accessible accommodations for vision or movement impairment are required, any work that requires online resources, Appropriate 508 standards apply, depending on the medium: See the Access Board's Standards, especially 1194.24, Video and multimedia products (for video), and 1194.22 Web-based information and applications (for online reporting). Service Provider Experience Credentials should include experience in training federal employees in developmental skills and talent strategies. Individual or a team of facilitators should have expertise in the specific components of the program, i.e., time management, performance management, project management, collaboration, teamwork, etc. The Contractor staff should have four years of progressive experience in the types of tasks required under this SOW. Timeline The program will be a combination of five full-day, on-site workshops and ten half-day, on-site workshops over a one-year period. The base period of performance for this contract shall be one year commencing on the date of award. There will be four one-year options for a total of five years. Capability Statement Small business 8(a) concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each project requirement separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of scientists, medical experts, and technical personnel as it relates to the above outlined requirements, 3) a description of general and specific facilities and equipment available, including computer equipment and software, 4) an outline of previous research projects that are similar to the project requirements in which the organization and proposed personnel have participated, and 5) any other information considered relevant to this program. The capability statement must not exceed 10 single sided or 5 double sided pages in length and using a 11-point font size minimum. Interested 8(a) small business organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. A Government response to the questions will be posted as an amendment to this announcement. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Marianne DiSomma, Contracting Officer, at disommam@nhlbi.nih.gov and Jenn Frazier, Contract Specialist, at jenn.frazier@nih.gov in either MS Word or Adobe Portable Document Format (PDF), within 15 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). The solicitation release date is pending. The Government intends to negotiate one time-and-materials type contract, for a period of one year with an approximate award date of March 20, 2014.
