Description
REQUEST FOR INFORMATION / MARKET RESEARCH Removal and Disposal of Waste Cooking Oil/Servicing of Grease Traps and Interceptors at Joint Base Lewis-McChord, Washington Thank you for taking the time to assist us in gathering this information! The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine commercial market practices for the cleaning and servicing of grease traps and interceptors. DISCLAIMER: This Request for Information (RFI) is submitted in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This RFI is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any services. Responses to this RFI will not serve as proposals, bids, or offers that the Government accepts as a form of a binding contract. MICC-JBLM will not accept unsolicited proposals related to the subject of this RFI. The responder must clearly identify any information it considers sensitive or proprietary. The Government will handle all information received in response to this RFI that is marked quote mark Proprietary quote mark accordingly. The Government will not return responses to this RFI. Responders are solely responsible for all expenses associated with and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed from the information received from this notice. MICC-JBLM, Washington, is conducting market research to determine the existence of viable commercial sources capable of providing grease trap and interceptor services located at JBLM, WA. The intended contract period is for a base year with four (4) one-year option periods (five years total). MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations. Description of services: The contractor shall plan, program, administer, manage, and execute the work necessary to provide the following specified services for JBLM-McChord, JBLM-Main, JBLM-North, and JBLM-McChord, Washington. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to remove and dispose of waste cooking oil/grease and service grease traps and grease interceptors, located at Joint Base Lewis-McChord, WA. This shall include all connectors and water transport and/or storage vehicles necessary to carry out the requirements of this contract. Objectives: Clean grease traps/interceptors and dispose of waste grease, collect waste cooking oil and dispose of waste cooking oil, provide containers for the collection of waste cooking oil, provide monthly reports which provide information describing work performed and amount of waste collected, and develop and maintain an up to date inventory of grease traps and interceptors. The contractor shall regularly service and clean grease traps/grease interceptors and waste cooking oil/grease containers. Servicing shall include removal of all grease and debris from grease traps/interceptors, removal of recyclable waste cooking oil/grease, and pressure washing the interceptor tanks, including any baffles or plates. Traps and interceptors shall be free of foreign material, residual grease, and debris. They shall have a clean appearance on the interior and exterior. There shall be no accumulation of spillage or offensive odors in or around the immediate collection area. Containers shall not exceed full during a service period. The contractor shall collect waste cooking oil and shall avoid disposal of generated materials in a landfill to ensure that materials are recycled, reclaimed, or reused whenever possible. The contractor shall provide containers to collect and recycle uncontaminated grease and waste cooking oil/grease. The Government will provide secondary containment containers for recyclable waste cooking oil containers to capture overflow and spills. All remaining material that is not acceptable for recycling or composting shall be transported to and disposed of at an off post facility that is Government approved and State and Locally certified to accept this type of waste, unless otherwise directed by the Government. Drainage of the area where grease, oils and fats are stored shall address the potential for a discharge. The contractor shall have spill plans for the release of fats, oils, and grease from the transport vehicle and storage sites. The contractor shall perform emergency services under the provisions of the scheduled services. The contractor shall anticipate at least one (1) and at most four (4) emergency service calls during each contract year. The contractor shall only respond to emergency service calls requested directly by the COR. Contractor shall respond back to the COR within two (2) hours with an assessment of the situation and begin servicing within four (4) hours after receiving notification from the COR. The contractor shall maintain an electronic inventory of grease traps, interceptors, and waste cooking oil/grease containers by location. This inventory shall include at a minimum: the condition, current status (i.e., active/inactive, or demolished/removed), last date serviced, amount of materials removed and special notes, if applicable. Inventory reports shall be available to the Government upon request.
