- McNary 4160/480V Station Service Replacement Construction Project: McNary 4160/480V Station Service Replacement. This will be a firm-fixed-price construct contract located at McNary Lock and Dam (Umatilla County, Oregon and Benton County, Washington). Estimated construction magnitude is between $25,000,000 and $100,000,000; and 100% performance and payment bonds will be required. The period of performance is anticipated to be approximately 42 months after receipt of notice to proceed. Summary Scope of Work: The work consists of replacement, rehabilitation, and modernization of the McNary Dam station service electrical power system. Major elements of the project include, but are not limited to, the following: a. Remove and dispose of two (2) 15kV current limiting reactors (CLRs) located on EL 287.0. b. Remove and dispose of two (2) 15kV manual disconnect switches located on EL 287.0. c. Remove and dispose of four (4) 15kV rated breakers (XJ01, XJ02, XJ03, XJ3.1) including related feeders and control systems located on EL 287.0. d. Remove and dispose of 15kV Isolated phase bus connecting CLRs, disconnects and 15kV rated breakers to the 15kV taps. e. Remove and dispose of one (1) Station Service Transformer TO, oil filled 7500kVA 13800V/4160V including related feeders and control systems located on EL 267.5. f. Remove and dispose of two (2) 5kV switchgear consisting each of seventeen (17) 5kV breakers and one (1) surge protection cubicle including related feeders, control systems, and unused cable tray located on EL 267.5. g. Remove and dispose of SQO switchgear located on EL 267.5. h. Remove and dispose of four (4) 300kva 4160/480v dry type transformers, primary disconnects and associated enclosures for the HVAC panels located on the EL. 267.5: 1) SH-1 located in Bay 3 2) SH-2 located in Bay 7 3) SH-3 located in Bay 11 4) SH-4 located in bay 14 i. Remove and dispose of seven (7) SU switchgear located on EL 267.5 each consisting of: 1) Six (6) 5kV breakers 2) One (1) 225kVA 4160/480V and one (1)112.5 kVA 4160/208/120V dry type transformers 3) Three (3) 480V 600A circuit breakers 4) Two (2) 480V distribution panels 5) One (1) 125VDC panelboard 6) One (1) 250VDC panelboard 7) One (1) lighting panelboard 8) One (1) preferred AC panelboard 9) Related feeders to nearest termination point j. Remove and dispose of fourteen (14) 480V MCCs including related feeders to nearest termination point: 1) CQO1 located on EL 254.0 2) CQO5 located on EL 254.0 3) CQO6 located on EL 346.0 4) CQ12 located on EL 346.0 5) CQ22 located on EL 346.0 6) CQ32 located on EL 346.0 7) CQ42 located on EL 346.0 8) CQ52 located on EL 346.0 9) CQ62 located on EL 346.0 10) CQ72 located on EL 346.0 11) CQ13 located on EL 320.0: Remove and turn over to Government. 12) CQ33 located on EL 320.0 13) CQ53 located on EL 320.0 14) CQ73 located on EL 320.0 k. Remove and dispose of three (3) 480V Panelboards including related feeders to nearest termination point: 1) CQO3 located on EL 287.0 2) CQO4 located on EL 287.0 3) CQO2.1 on EL 346.0 4) CQO6.1 located on EL 346.0 l. Remove and dispose of two (2) 15kV outdoor/substation oil breakers and two (2) 2500kVA 4160V/12470V oil type transformers at the Project Substation: 1) elated feeders and control systems. 2) Transformer pads m. Remove and dispose of all the electrical equipment on the project substation frame structure including: 1) one (1) three phase gang operated disconnect switch 2) four (4) three phase hookstick operated disconnect switches 3) two (2) single phase hookstick operated disconnect switches 4) two (2) 5kVA single phase 12470/240/120V oil filled transformers 5) all electrical bus 6) three phase pothead, cable and conduit down to ground level for the warehouse feeder 7) remove fish ladder feeder conduit and make the cable ready for a splice buried inside the fenced area. 8) remove the substation frame structure 9) remove the four existing substation flood lights, and wiring. Conduits shall be reused as noted in the drawings. n. Remove and dispose of two (2) three-phase, 225kVA 4160/208/120 stand-alone transformers TRO1 and TRO2 plus enclosure on EL 254.0. o. Modify and test one 480V Motor Control Center (MCC), CQ02 located on EL 267.5: 1) Provide dual feeders 2) Provide automatic transfer switch 3) Provide and modify controls p. Modify and test five (5) control boards: 1) SO located on EL 267.5 - Remove 5kV breaker controls and modify controls 2) SC located on EL 305.0 - Remove 5kV breaker status and station service controls and modify mimic bus 3) S1 located on EL 287.0 - Remove XJ01, XJ02, and XJ03 controls and modify mimic bus 4) S2 located on EL 287.0 - Remove XJ3.1 controls and modify mimic bus 5) S5 located on EL 287.0 - Modify mimic bus q. Modify and test two (2) 125VDC switchboards by providing breakers and feeders to new SU switchboards, 15kV switchgear, and 480V switchgear. r. Modify and test two (2) 250VDC switchboards by providing breakers and feeders to new SU switchboards, 15kV switchgear, and 480V switchgear. s. Modify and test two (2) 120VAC panelboards by providing breakers and feeders to existing S Boards on EL 287.0. t. Remove, modify, reinstall, and test eight (8) Allis-Chambers 100HP governor oil pump motors (Main units 1 through 4) located on EL 268.5: 1) Rewind motors from 4160 volt to 480 volt 2) Alignment and balance u. Remove, modify, reinstall, and test twenty (20) Woodward 100HP governor oil pumps (Main units 5 through 14) located on EL 268.5: 1) Rewind motors from 4160 volt to 480 volt 2) Provide Woodward governor rebuild kit 3) Provide electrically operated unloader system v. Remove and turn over to the Government three (3) stand alone three-phase 500kVA 12470/480V dry type transformers at the Project Warehouse. w. Remove, reinstall, and test seven (7) 5kVA inverters for SU1 through SU7 on EL 267.5. x. Remove three (3) 50hp Worthington Pumps and associated brackets and piping, located on EL 267.5. Worthington Pumps shall be turned over to the Government. y. Remove and turn over to the Government one (1) stand alone three-phase 300kVA 12470/480V dry type transformers at the Project Fish Ladder. z. Provide, install, and test programmable logic controller (PLC) systems and Human Machine Interfaces (HMIs) including, but not limited to, the equipment listed below. (NOTE: PLCs, HMIs, software, and programming are government furnished.): 1) Networking equipment 2) All related hardware, fiber cable, wiring, equipment, and controls aa. Provide two (2) 480V double throw safety switches on EL. 361.0 for crane 5 power feeder from SQO.1. bb. Install and test three (3) government furnished 50hp Woodward governor pumps on EL 268.5 (Main units 9, 10, and 11). cc. Provide, install, and test nine (9) electrically operated unloader system for nine (9) existing 50hp Woodward governor pump located on EL 268.5 (Main units 4 through 8 and 12 through 14). dd. Provide, install, and test two (2) 2000A 130kA momentary new manual disconnect switches on EL 287.0. ee. Provide, install, and test two (2) CLRs on EL 287.0. ff. Provide, install, and test isolated phase bus from the new taps to the disconnect switch and current limiting reactors on EL 287.0. gg. Provide, install, and test non-segregated bus from the CLRs to the new SJ3.1 and SJ9.1 switchgear on EL 287.0. hh. Provide, install, and test two (2) new 15kV switchgear SJ3.1 and SJ9.1 each consisting of fifteen (15) vacuum breakers including feeders, controls, metering, synchronizing, and protection circuits on EL 287.0. ii. Provide, install, and test two (2) stand alone 5kV breakers for station service generators including feeders and controls on EL 267.5. jj. Provide, install, and test two (2) stand alone three-phase 5000kVA, 13800/4160V dry type step-up transformers for station service generators including High Resistance Grounds (HRGs) on EL 267.5. kk. Provide, install, and test one (1) stand alone three-phase 300kVA 13800/480V with tap dry type transformers at the Project Fish Ladder. ll. Provide, install, and test three (3) stand alone three-phase 500kVA, 13800/480V with tap dry type transformers at the Project Warehouse. mm. Provide, install, and test one (1) stand alone three-phase 750kVA 13800/12470V with tap dry type transformers at the project substation. The transformer shall have lightning arresters on the 12470V side and surge protection on the 13800 side. The 12470V side of the transformer shall connect to the existing overhead line using the existing fused cutout. nn. Exiting warehouse feeder between manhole 11 and the base of the frame structure shall be rerouted using new underground duct from manhole 11 to the new pad mounted switchgear. Existing fish-ladder feeder shall be spliced underground with a cable from the new switchgear. Installation tests shall be performed on both cables after splicing and rerouting. oo. Provide, install, and test two (2) three-phase, 225kVA 480/208/120 stand-alone transformers TRO1 and TRO2 plus enclosure on EL 254.0 for SRO1 and SR02 lighting on EL 267.5. pp. Provide and install project substation outdoor cabinet that will house PLC, Local/Remote Panel, lighting transformer, lighting panel, lighting contactor, cabinet heating and cooling. Grounding for the cabinet shall be as shown in the contract drawings. qq. Provide, install, and test two project substation pad mounted 15kV switchgear each consisting of two load break disconnects and four vacuum fault interrupters, metering, protection and controls including equipment pad and site excavation. Grounding for the switchgear shall be as shown in the contract drawings. rr. Design, provide and install four project substation LED lights using new and existing conduits as noted in the drawings. ss. Provide, install, and test one (1) 480V double ended substation (SQO) consisting of two (2) three-phase, 1500kVA 13,800/480V transformers, HRGs, two (2) main bus breakers, two (2) tie breakers, and on each bus eleven (11) feeder breakers. The SQO substation shall also have a section for distribution of single fed loads (SQO.1) consisting of two (2) main breakers fed from each bus and twelve (12) feeder breakers. SQO and SQO.1 shall have a total of 40 breakers and be located on EL 267.5. tt. Provide, install, and test eight (8) three-phase, 1500kVA 13,800/480V stand-alone transformers plus enclosures and HRGs located on EL 287.0 for SQ1 through SQ4. uu. Provide, install, and test four (4) 480V double ended substation (SQ1 through SQ4) consisting of two (2) main bus breakers, two (2) tie breakers, and on each bus nine (9) feeder breakers (for a total of 22 breakers per substation) located on EL 287.0. vv. Provide, install, and test seven (7) SU switchgear located on EL 267.5 each consisting of: 1) Two (2) 480V dual-fed MCCs 2) Two (2) 480V dual-fed distribution panels 3) Two (2) 480V panelboards 4) One (1) 125VDC panelboard 5) One (1) 250VDC panelboard 6) One (1) lighting panelboard 7) One (1) preferred AC panelboard 8) Related feeders to nearest termination point ww. Modify and test four (4) HVAC Panels including adding dual interlocked feeds, disconnents and enclosures: 1) SH-1 located in Bay 3 EL. 267.5 2) SH-2 located in Bay 7 EL. 267.5 3) SH-3 located in Bay 11 EL. 267.5 4) SH-4 located in bay 14 EL. 267.5 xx. Provide, install, and test ten (10) 480V MCCs including related feeders and control systems: 1) CQO1 on EL 254.0 2) CQO5 on EL 254.0 3) CQO6 on EL 346.0 4) CQ12 on EL 346.0 5) CQ22 on EL 346.0 6) CQ32 on EL 346.0 7) CQ42 on EL 346.0 8) CQ52 on EL 346.0 9) CQ62 on EL 346.0 10) CQ72 on EL 346.0 yy. Provide, install, and test four (4) 480V Panelboards including related feeders: 1) CQO3 on EL 287.0 2) CQO4 on EL 287.0 3) CQO2.1 and rename CQO6.1 on EL 346.0 zz. Provide, install, and test related feeder and control systems. aaa. Perform work required to comply with site operations, environmental protection, and safety and health provisions. bbb. Perform work required for miscellaneous hire, including machinist, electrician, welding services, and general labor hire. A critical element of the project involves complex sequencing and coordination, a phased approach to commissioning and cut-over of new equipment and systems, and highly technical interfaces between new and old systems. The Contractor must demonstrate experience and qualifications necessary to manage challenging Quality Control and Commissioning programs for both factory and on-site testing requirements. The project will involve the procurement of complex electrical equipment with long lead times. The Contractor will be required to complete on-site work in close coordination with the Government hydroelectric facility and minimize outages and disruptions to operations. The Contractor will be required to provide design and engineering support from a team with relevant experience for projects of similar size and complexity. The project will require the Contractor to demonstrate experience and qualifications for the management and execution of complex testing and commissioning plans. Miscellaneous work within the project includes minor lead paint removal and disposal from existing components, minor removal and disposal of asbestos containing material from existing components, customer training on new equipment, and delivery of Operation and Maintenance Manuals, As-Built Drawings, and spare parts to the customer. The project includes the staffing and management of Contractor Quality Control systems and the Contractor's on-site safety program. The CQC Systems Manager and Site Safety and Health Officer will be required to be employed by the Prime Contractor. Contractor personnel involved in design, manufacturing, installation and testing shall have the required credentials (professional registrations, training or certifications) and experience related to this type of work. The project will involve the development and management of an overall project schedule utilizing scheduling software that meets the activity coding structure defined in the Standard Data Exchange Format (SDEF) in Engineer Regulation 1-1-11. The Contractor will be required to provide a qualified authorized scheduling representative with experience in the development and management of electronic schedules for projects similar in nature and complexity to this project.
