Description
This is a pre-solicitation notice for a commercial acquisition using FAR parts 12 and 15. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information resulting from this posting. VISN 1 - VA New England Healthcare System has an ongoing requirement for Home Respiratory Care services to veteran patients served by its eight medical centers and its associated outpatient clinics. Contractor shall provide all transportation, labor, fuel, parts, and supervision for the furnishing of home respiratory care as identified within the Statement of Work. The total number of home respiratory care patients at each VA site is subject to change. The Home Respiratory Care Program, Pulmonary Section, Medical Service, at all VISN 1 facilities admits patients into the Home Respiratory Care Program after performing assessment of their clinical condition. The Contractor will furnish home oxygen and respiratory equipment, conduct in-home pulmonary assessments and re-assessments by respiratory therapists, set-up/complete overnight oximetries and provide documentation of patient education. The Contractor will transact business only with the appropriate officials of VISN 1, VA New England Healthcare System, Department of Veterans Affairs, and in no case solicit services from VA beneficiaries, except to contact the VA beneficiary for delivery and/or pick up arrangements as ordered by the VAMC. The areas to be served by the contract include Massachusetts, New Hampshire, Vermont, Maine, Connecticut, Rhode Island and occasionally, New York. From time-to-time, the number of veterans being served by this agreement will change. VISN 1 currently serves an estimated 3,235 Home Oxygen patients and 9,100 CPAP/BiPAP/ASV/APAP respiratory care patients. The volumes or amounts shown to be identified in the Price/Cost Schedule are estimates only. Offerors will be required to submit on ALL LINE ITEMS in the prospective RFP. The Government intends to award one Indefinite Delivery Indefinite Quantity contract for the requirements. The IDIQ will have a base period of one year with four optional periods to be exercised at the discretion of the Government, in accordance with FAR 52.217-9. The Request for Proposal will be a best value/tradeoff source selection. The RFP will include the relevant evaluation criteria which must be carefully followed by the offerors. It is expected that a subcontracting plan and transition plan may be required, if applicable. It is also expected that offerors must meet all applicable Joint Commission on Accreditation of Healthcare Organizations and Center for Medicare and Medicaid standards, or other like accrediting entity. Offerors are to be advised that an award may be made without discussion or any contact concerning the proposal received. However, the Government reserves the right to enter into discussion if deemed necessary. Proposals are to be mailed in to the attention of the named individual and address listed in the solicitation. The contractor must ensure that we receive the proposal on time. Electronic proposals will not be accepted. Telephone requests for the solicitation will not be honored. Offerors are responsible to submit all documentation defined in the RFP. It is anticipated that the Request for Proposal will be posted to this site within 30 days. Offerors should continue to monitor FBO for the RFP and any subsequent Amendments to that RFP. THIS IS NOT A REQUEST FOR PROPSAL AT THIS TIME.
