- Description
- NASA/GSFC/Wallops Flight Facility (WFF) has a requirement for the Implementation of a back-up capability for the WFF High Gain UHF Ground Station.This implementation requires changing the frequency range of an existing groundstation, capable of full-motion tracking of low earth orbit satellites, with low Ultra-High Frequency (UHF) interference, and high availability, to support CubeSats using the UHF band. The requirement is for a UHF feed system to be built, installed and tested to cover the 400-470 MHz band, minimum 35 dB gain, that does not conflict with the other frequency band operations of the existing groundstation. NASA/GSFC/WFF intends to purchase the items from Morehead State University, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. Morehead State is the only known source that owns a large diameter aperture groundstation that satisfies the requirements to track earth orbiting satellites, has high availability, low interference, and can be modified for UHF. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 21, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
