- SF 30 Mod 0003 Questions 0003 Site Visit Sign in 52.212-2 52.212-1 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The 380th Expeditionary Contracting Squadron intends to competitively award a contract for Overhead Door Maintenance Services at Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. The Contractor is to provide all personnel, equipment, tools, transportation, labor, and supplies required in accordance with the attached Performance Work Statement (PWS) to maintain Custodial Cleaning Services at Al Dhafra Air Base, Abu Dhabi, UAE. 3. This Request for Quote (RFQ) is number FA5706-14-R-0001 for reference. Incorporated provisions and clauses are those in effect through the FAC 2005-70, DPN 20130930 and AFAC 2013-0827. Vendor selection will be based on Lowest Price Technically Acceptable (LPTA). The following factors shall be used to evaluate offers: Price, Technical Acceptability and Past Performance. When combined, Technical Acceptability is MORE significant than Price which is MORE than Past Performance. All responsible sources may submit an offer to be considered by the agency. 4. From this solicitation a single Firm Fixed Price contract will be awarded on an All-Or-None basis. Partial proposals are not acceptable. Interested parties who believe they can meet all the requirements for the services described in this solicitation are invited to submit, in writing, a complete quote including delivery FOB destination (Al-Dhafra AB). 5. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 6. All offerors should timely notify the Government of any changes in inventory and market availability that may preclude or delay performance of the delivery schedule and any other terms and conditions stated herein. The Government intends to award a Firm-Fixed-Price contract without discussions; prospective offerors are advised to submit their firm's best offer prior to the quote closing date. The Government reserves the right to conduct clarifications if deemed to be in its best interest. 7. The offeror must comply with 52.212-1, "Instructions to Offerors-Commercial Items" and 52.212-2, "Evaluation-Commercial Items" of solicitation FA5706-13-R-0023 when submitting a proposal. Also, clauses 52.212-4, and 52.212-5 apply to this acquisition, and can be found within this solicitation. 8. A complete proposal MUST be received no later than 10 Nov 2013 at 1600 hours Local Time, Abu Dhabi, United Arab Emirates. Please send all quotes via email to SSgt Justin D. The proposals should be broken into separate emails and labeled 1 of 5, 2 of 5, 3 of 5, etc. Any proposals that are late as a result of e-mail issues shall not be considered for award.
