- Statement of Work REQUEST FOR PROPOSALS Performance Evaluation USAID Water sanitation and hygiene Transformation for Enhanced Resiliency (WATER) Project implemented by IRC USAID/Ethiopia requests eligible international and Ethiopian organizations for Request of Proposals to conduct Final Performance Evaluation of Water sanitation and hygiene Transformation for Enhanced Resiliency (WATER) Project implemented by IRC led consortium. Background: USAID WAER project is a 27 months project started implementation in Sep 2011 with $7.9million USD planned to benefit 146,000 individuals in Afar, Somali and Oromia region. The project aims to enhance resilience of targeted households through improved sustainable access to safe water and sanitation services and improved hygiene behaviors. The project was also mainstream natural resources management and do-no-harm approach to ensure the services will not be source of natural resources degradation and conflict. The priority interventions of the project includes drilling of 22 new boreholes and construction of full supply systems; rehabilitate 19 existing borehole-based systems with corresponding distribution networks; establish/strengthen management system for all 41 boreholes building the capacity of government and community to sustain the operation of the facilities; public awareness creation in all the target communities to instill the value of safe water, sanitation, hygiene as well as improving key risky behaviors; support development and implementation of participatory natural resources management to contribute for long-term water supply and prevent source of degradation. Purpose : The purpose of this performance evaluation is to gain an independent view of the overall performance of the project in order to help USAID/Economic Growth and Transformation Office and other stakeholders with regard to the overall achievement of the project’s intended results. How to apply: Interested organizations need to submit Technical proposal and a separate financial proposal in English language. Evaluation Criteria: The criteria set forth below will serve as the basis for the technical evaluation of the proposal to fulfill the tasks identified in the Statement of Work (SOW). 1. Clear, realistic evaluation plan and methodology which ensures that the evaluation SOW is well treated. ( 40 points) 2. Qualification and experience of the evaluation team members. (30 points) 3. Experience in conducting evaluation on water supply, sanitation and hygiene, integrated natural resources management in the low land areas of Ethiopia or Africa. ( 15 points ) 4. Knowledgeable and familiarity with Ethiopian WASH sector, pastoral production system and natural resources management. (15 points)
