Description

The Department of Veterans Affairs, Office of Acquisition Operations, on behalf of the Office of General Counsel (OGC) intends to award a sole source to PACER Service Center for Public Access to Court Electronic Records under the authority of FAR 6.302-1. Public Access to Court Electronic Records (PACER) is available from and operated by Federal Judiciary (U.S. Administrative Office of the Courts) and is the only known source that can provide these services. This service enables the VA OGC legal counsel to access PACER's electronic database to obtain complete, current and accurate case and docket information from Federal Supreme, Appellate, District and Bankruptcy courts. This notice of intent is informational only and is neither a request for quote nor a solicitation of proposals. However, parties identifying their capability to respond to the requirement must show clear and convincing evidence that competition would be advantageous to the Government. Interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. A determination by the Government not to compete the proposed procurement based on the responses is solely at the discretion of the Contracting Officer. Be advised that costs incurred with responses are at the contractor's discretion and the Government will not provide reimbursement for such costs. All responses must be received no later than Tuesday, November 5, 2013 by 4:30 p.m.
