- The United States Patent and Trademark Office intends to negotiate and award a contract for Subject Matter Expertise for Analysis, Design, Integration, and Consultation in the area of system performance to Keynote Systems, Inc., 777 Mariners Island Blvd. San Mateo, CA 94404 for a period of 60 months which includes a base year, and four (4) one-year options, with an estimated value of $16,492,000. Anticipated award date is no later than February 1, 2014. This requirement is a follow-on contract with Keynote Systems, Inc., which is the only known qualified and responsible source. The USPTO publicized this requirement on June 13, 2013, through a Sources Sought notice. The market research results indicate that Keynote Systems is the only known qualified source. As a result of USPTO's exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). The USPTO has a continuing requirement for contractor support in several critical areas: (1) as a key contributor to the discovery, early detection and evaluation of stability problems in critical USPTO application systems (i.e. EFSWeb, RAM, PALM, eDAN, PAIR, TEAS, FAST, TESS, WebTA, and USPTO Exchange Mail); (2) providing analysis and monitoring support into slow performance of Internet links; (3) providing an advisory role to OCIO in developing test scenarios that will illuminate performance anti-patterns; (4) in the software testing process by providing performance analysis of Automated Information System (AIS) load testing conducted by Information Technology Testing Branch (ITTB); (5) providing services in the area of performance measurement integration with many different key USPTO applications (i.e. HP OpenView suite of products, HP Performance Manager/Agent, CA-Wily Introscope, Teamquest Analyzer Model and Performance Software, Compuware's Agentless Vantage Analysis Server solution including MS-SQL, HP-Mercury SiteScope, and Tevron's Citratest); (6) using the SAS/ITRM product combining input from our Network Microsoft OS Clients, Network Microsoft OS Servers, BRS Middle Tier logs, CoolGen Transaction Tracker logs, OpenView snmpCollect MIBs for Nortel Gigabit Ethernet switches and Cisco routers, and the above key applications, System Performance Branch (SPB) requires expertise in producing web-based application and infrastructure performance reports critical to SPB's analysis process. The Subject Matter Experts (SME) must possess the following as well: 1. Subject Matter Experts (SME) knowledge in performance analysis across all USPTO IT Systems. 2. SME knowledge of SAS/ITRM, SAS/GRAPH, SAS/STAT, SAS/BASE, SAS Macro Language. 3. SME knowledge of J2EE technology including IBM WebSphere and JBoss integration into SPB's J2EE performance tool, Introscope. 4. SME knowledge of HP OpenView Suite of products, SNMP, Network Devices and network communications. 5. SME knowledge of key USPTO performance monitoring for all USPTO active OS's and applications such as HP-Mercury's Site Scope, Tevron Citra Test, Teamquest Analyzer Model and performance software and Compuware's Agentless Technology. 6. SME knowledge of key USPTO availability measurement methods, solutions, reporting and management for all USPTO critical AIS's including implementation of SLAs. This notice of intent is not a request for competitive proposals.
