The Wet Chemical (Ansul) Kitchen Fire Suppression Systems are located within three (3) kitchen hoods and include: the Culinary Hood, Production Hood and the Grille Hood. The specific tasks are identified in the attached Scope of Work (SOW) and related documents. • Remove non-operational wet chemical kitchen hood fire suppression system from the culinary hood, the production kitchen hood, and grille hood. • Install wet chemical kitchen hood fire suppression systems for the culinary hood, the production kitchen hood and grille hood. • Install motorized gas shut off valves. • Interlock gas valves and building fire alarm system to the hood fire suppression systems. The Contractor shall furnish all the necessary supervision, management, personnel, material, equipment, services and facilities. This Request for Quote (RFQ) is being conducted under the Simplified Acquisition Procedures (SAP) for Other than Commercial Items as defined under FAR Part 13. The resultant SAP award from this RFQ will be a firm fixed price type construction contract. The North American Industry Classification System (NAICS) is 238220. The size standard is $14.0. This requirement is NOT set aside to Small Businesses Concerns as required by FAR 13.003 (b)(1), however in the event of equal quotes being received, where there is both an Other Than Business and a Small Business Concern, the award will be made to the Small Business concern over the Other Than Small Business concern. In accordance with FSAR 4G13.106-2 additional preference may be given to potential vendors or suppliers if they are 8(a) or other small disadvantaged businesses, even if the resulting pricing may be higher than the lowest quote received. All vendors are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The specifications WILL NOT be provided in a paper hard copy format or CD ROM. The address for downloading this solicitation from the Internet is https://www.fbo.gov. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective offerors are required to register on the Federal Business Opportunities (FEDBIZOPPS) website for this procurement. An official plan holders list will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. Notification of any changes to this solicitation (amendments) shall be made only on the internet. Therefore, it is the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors doing business with the Federal Government must be registered in the U.S. Contractor Registration System SAMS at https://www.sam.gov. NOTE: Offerors should submit verification of their firm's registration in the SAMS database with their offer. QUOTE SUBMISSION In lieu of sending written inquiries via the postal service, all potential quoters must submit all inquiries and quotes electronically via email to the email address stated below. Any mailed (postal service), shipped (UPS/FEDEX, etc.) or hand delivered quotes will not be accepted or considered for award. All quotes must be received no late than 1600 Mountain Time on November 22, 2013 to Brian N. McCabe at: bmccabe@fs.fed.us BASIS OF AWARD AND EVALUATION OF QUOTES Quoters shall enter a price for all items listed in PRICING SCHEDULE. There will be one award from this solicitation. The Government will issue a contract as a result of this Request for Quotations to the responsible quoter whose quote is the Lowest Price Technically Acceptable as prescribed in FAR 15.101-2 which is determined to offer the "best value" to the Government considering both price and other factors as stated below: Past Performance Cost and Price It is the Government's intent to determine reasonableness and the quoter's understanding of ALL the work required and the ability to perform ALL of the work stated under the contract. Any exclusions listed in reference to prescribed work, may remove the contractor from consideration. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received, or elect to not award at all. If necessary, the Government may conduct discussions with any or all quoters. The Government may issue an order on the basis of quotes as received, without entering into discussions with any quoter. Therefore, each initial quote should contain the quoter's best terms and must speak directly to the evaluation factors listed. Note: Those not submitting past performance information as outlined above may not be considered for award.
