Description
The US Department of Agriculture Agricultural Research Service in Pullman WA. Need to make repairs to our greenhouse and we are evaluating the use of SDVOSB sole procedures found in 15 USC 657F. The USDA ARS in Pullman WA. have 5 greenhouse cells and 2 exhaust fans for each cell. The 2 exhaust fans in each cell are controlled by one relay which causes an overheating problem with the exhaust fan system. The recommendation is to install individual relays for each fan motor. Assumes no new electrical load will be imposed on the WSU power grid. Assumes no asbestos containing materials will be disturbed. Scope of Work: Provide engineering, design and install parts necessary to fix our greenhouse work to include: • Install new moisture resistant NEMA rated electrical cabinet and new relays on north wall of north greenhouse cell so that each of 10 fan motors can be switched with separate relay. • Evaluate Argus control system and adjust control program to address 10 fan relays separately. • Connect control wires from Argus control panel to new relay cabinet. • Install new electrical raceway and conductors from relay panel to 10 fan motors. • Start up and test new fan power/control arrangement for correct operation. • Excludes asbestos abatement.. No other technical information is available for this project and interest firms will have to gather all necessary information by viewing site. Interested firms will be required to view the site and gather all needed information in order to prepare proposals for our evaluation. The USDA ARS plans to evaluate proposals based on the technical approach, past performance and price. We anticipate that only one SDVOSB firm is willing to view the site for development of a proposal. This is a small requirement and funding hasn't been secured as of 11-1-2013. The site visit will be scheduled for a few days after the RFQ is issued.
