Description
This is a Request for Information (RFI) as defined in FAR 15.201(e). Request for Information: Glen Canyon Guard Force Contract Reclamation is in the process of establishing a guard force and action plan to protect Glen Canyon Dam and Powerplant, a national critical infrastructure facility, located in Page, Arizona. Page is a remote location with limited resources and a significant response time for law enforcement resources. Reclamation has determined that the Glen Canyon Dam Security Guard Force requires a professional, high-caliber level of security services capable of addressing specified threats in order to protect Reclamation assets, visitors, and personnel. An effective guard force will detect, delay, deny, defend, and detain (the 5 Ds), as needed. Including: "Defend critical assets from attack "Perform as a member of a quick reaction team to defend and protect critical assets within the facility property using special weapons and tactics. "Respond to a spectrum of challenges to security ranging from individual assault to coordinated attack by organized determined adversaries "Facilitate and assist Emergency Response "Secure, Monitor and maintain an armory located within the security control center. "Demonstrate competency to handle a firearm in a defensive situation and have the critical knowledge of the law and the judgment skills to make the split-second decisions required in deadly-force encounters "Competency and proficiency using non-lethal applications of force to detain adversarial threat until relieved by Law Enforcement authority "Proficiency and comprehensive ability to produce incident reports, complete assignments, and ability to receive direction and instructions from supervisors and dispatchers in a crisis situation responding with precision and calm. "Guards will be evaluated on their ability to pass and maintain physical agility and stamina to successfully complete each testing event described in Cooper age and gender based standards for law enforcement at the fair level (40-55%). This is necessary to meet the physical demands of the facility and surrounding area. "Possess the knowledge and ability to physically engage or detain violent or potentially violent individuals. Routine duties include: "Provide professional armed, uniformed security services to Reclamation, in accordance with contract and Arizona State requirements, 24 hours a day, 7 days a week, 365 days a year. Categories of duties are listed below; oControl entrance to facility and critical areas oMaintain and staff fixed and roving patrols oPerform public tour security screening oStaff, operate, and maintain the Security Control Center (monitor building rules and regulations). oAbility to perform in medical situations involving members of the public or employees (such as providing basic first aid/CPR while waiting for arrival of emergency personnel). oMake frequent contact with the general public, law enforcement, and dispatch center via radio or telephone, requiring the ability to speak clearly while remaining calm in any situations (for example, confrontations with angry, distraught, disturbed, or violent persons). oProficiently use post security equipment (such as magnetometers, X-rays, CCTV, etc.). oPerform limited and basic counter-surveillance duties as described in the contract and relay information in a timely matter to designated authority. This information is being requested pursuant to Federal Acquisition Regulation (FAR) Part 15.201 Exchanges with Industry before receipt of proposals. This is not a request for proposal or quote. Information provided in response to this Special Notice will be protected as described in FAR Part 3.104. The purpose of this Special Notice is to conduct market research (FAR Part 10) to assist the contracting officer to determine if this requirement can be performed under a small business set-aside. All interested vendors, are encouraged to respond by providing a capabilities statement specifically addressing the 5D's listed above, as well as the routine duties. While, all aspects of the work are important the contracting officer is specifically interested in the capabilities of firms associated with the 5D's listed above. When responding to this Special Notice, provide your capabilities statement to Washington Bennett, via e-mail at wbennett@usbr.gov. All responses must be received by close of business (4:00pm) on November 12, 2013. Responses to this Special Notice are not considered proposals and cannot be accepted by the Government to form a binding contract. All questions and concerns regarding this Special Notice must be directed to Mr. Bennett. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
