- SYNOPSIS This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane Division has a requirement for the production of Sonar Dome Rubber Windows, Type 1 (SDRW-1) Fairing Angle Assemblies. The anticipated Contract Line Item Numbers (CLINs) and estimated quantities are as follows: CLIN 0001 Fairing Angle Assemblies - US - Maximum 20 each, CLIN 0002 Fairing Angle Assemblies - Foreign Military Sales - Maximum 8 each, CLIN 0003 Data - 1 lot. The contract minimum consists of one (1) CLIN 0001 Fairing Angle Assembly. A maximum of twenty (20) US Fairing Angle Assemblies and eight (8) Foreign Military Sales Fairing Angle Assemblies will be ordered. Delivery of the first assembly will be 13 weeks after receipt of order. Inspection and acceptance will be at origin by Government personnel with an acceptance period of 10 days. Delivery shall be FOB Origin. The Contractor shall manufacture and test the Fairing Angle Assemblies in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). NOTE: Access to the SOW and TDP with drawings requires contractors to be active in the System for Award Management (SAM) and the Joint Certificate Program (JCP). The SOW and TDP will be posted to FBO and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 18 November 2013 and is expected to close on or about 18 December 2013. This requirement is 100% set-aside for small business IAW FAR 19.5. The applicable North American Industry Classification System (NAICS) code is 332999 with a size standard of 750 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 5-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) supply contract will be awarded. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Past Performance, Technical Capability and Compliance, and Price evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the website listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
