- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ-14-R-1006 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-70 (Effective September 30, 2013). This RFP shall be set aside for small businesses, the associated North American Industry Classification System (NAICS) code is 337215 and the business size standard is 500 Employees. A list of the contract line item numbers and items, quantities, and units of measure are detailed in Section B of this RFP. A description of items to be acquired is detailed in Section C (Scope of Work) of this RFP (Attachment 1). The dates and places of delivery and acceptance are detailed in Sections E and F of this RFP. BASIS FOR AWARD The basis of award is the Government intends to select, without discussions, the responsible offeror whose proposal conforms to the solicitation and is determined to be the Best Value to the Government in accordance with Section M, FAR 13.106 and FAR 52.212-2. As a best value acquisition under FAR 13.106, the government reserves the right to award to other than the lowest price offeror based on a review of the non-price factors. Offerors are required to submit all (and only) relevant documents with their proposal that clearly establish that they meet the requirements in this solicitation. Failure to provide all necessary documents may cause the offer to be rejected. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda to the provision. FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. In accordance with FAR 13.106 the solicitation will be procured as Best Value, based upon three (3) factors: Technical, Relative Experience, and Price. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors must include a completed copy of this provision with its offer. This provision is included in Section K of this combined synopsis/solicitation. If the vendor has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the vendor's proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR, ORCA, and EPLS. All vendors must verify their information through this website. If you were previously registered in CCR and ORCA, your organization's information is already in SAM. You just need to set up a SAM account and migrate your CCR roles. Details on how to do this are included with Attachment 2 with this RFP. If you have questions about Government procurements in general or need assistance in the preparation of your proposal, a local Procurement Technical Assistance Center (PTAC) may be able to help. The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the Government marketplace. To locate a PTAC near you, go to http://www.aptac- us.org/new/Govt_Contracting/find.php. The due date for the receipt of proposals is listed in Block 8 of the SF 1149. The due date for the receipt of questions in regards to this synopsis/solicitation is seven (7) calendar days prior to the due date for the receipt of proposals. Proposals may be received electronically at Robert.f.johnson@usace.army.mil and Adobe (.pdf) or Microsoft Word (.doc) are acceptable formats for submitting proposals. The electronic file must be under 8MB total to ensure it can be received by e-mail.
