- This is a Sources Sought Synopsis for the purpose of conducting market research and obtaining industry information only. The National Park Service will use information obtained through this synopsis to determine if this acquisition can be set-aside as a 100% small business set-aside. Proposals are NOT being requested nor accepted at this time. Any contract resulting from a Best Value acquisition process will be a Combination Firm Fixed Price/Indefinite Quantity Type Contract for a base period of one year with two one year options to extend, total duration not to exceed thirty six (36) months. The North American Industry Classification System (NAICS) code for this acquisition is 238220, Plumbing, Heating and Air-Conditioning contractors with the size standard of $14.0 million. The National Park Service, Northeast Region, Philadelphia, PA is seeking small business sources that have the ability to provide the following: The Contractor shall furnish all labor, materials, parts, and equipment to operate and maintain the facilities, mechanical systems and utilities, located at Liberty Island and Ellis Island. The contract will also include Indefinite Delivery/Indefinite Quantity task orders for both minor construction and service work in NY and NJ. The Site Manager and Alternate Site Manager(s) must be Licensed Professional Mechanical Engineer (MPE) with a specialty in Mechanical Engineering and who has a broad knowledge of all other Engineering disciplines. The solicitation will include Davis Bacon wage rates for New York (Statue of Liberty) and New Jersey (Ellis Island). In addition, the current contract has a collective bargaining agreement in place for services. All of the Facilities are designated as National Landmarks and the Statue of Liberty is a National Monument (NM), all have a significant historical value, and is administered by the National Park Service, U.S. Department of the Interior. The Facilities are physically located in the States of New York, and the State of New Jersey, and are operated and maintained in conformance with the laws of the United States, the State of New Jersey, and the State of New York. The project scope of work for the Firm Fixed portion of the previous contract has significantly changed because of the effects of Hurricane/Post Tropical Storm Sandy which hit the STLI on Oct 29, 2012 and will continue to change as a result of equipment salvage, re-starting and maintenance of dormant systems, and replacement of some systems with new construction. The Scope of Work of the contract includes the following: 1. Perform the operation and maintenance functions for the Mechanical Systems and Utilities, including the Central HVAC Plant. 2. Perform maintenance work including preventative maintenance, basic repairs, work order repairs, and seasonal maintenance. 3. Perform management and quality control. 4. Perform special repair and construction work authorized through negotiated task orders. 5. Maintain operations and maintenance documentation and provide required system performance reports. 6. Operate a high pressure steam boiler system which requires 24/7 staffing. 7. Respond to off -hour emergency service requests as required. Relevant projects can be described as: similar work on campus setting, mechanical equipment maintenance, operation of a high pressure boiler system requiring 24/7 staffing, maintenance of a central heating/cooling system, repair and or alteration of plant/mechanical equipment and systems. 10.Description of your firm's technical capabilities including experience, management and expertise and qualifications of your employees in performing the work required by this contract.
