- The Naval Air Systems Command (NAVAIR) (PMA213) is seeking information about emerging GPS technologies to enable military aircraft using the encrypted Y code GPS satellite signals on L1 and L2 (Precise Positioning Service) as a primary positioning source. The technology will enable use of Localizer Performance with Vertical Guidance (LPV) approach minima from published Area Navigation (RNAV) (GPS) approach procedures without using satellite or ground based augmentation systems. This technology will provide the military GPS positioning source to the aircraft's existing RNAV (GPS) or required navigation performance (RNP) RNAV system. It will also provide equivalent performance to the guidance quality requirements for an LPV-200 (objective) or LPV-250 (threshold) approach as defined by FAA AC 20-138C and RTCA DO-229D. This technology is needed to support the Navy's worldwide requirements for landing ashore in adverse weather or conditions of restricted visibility, including divert, expeditionary, transit, and transport operations. Companies working on or possessing such technology should address, at minimum, the capabilities of the technology in regard to availability, accuracy and integrity of GPS receiver position outputs, based on the received GPS signal in space. Companies should show performance equivalence to Space Based Augmentation System (SBAS). Companies should address capabilities to meet the hardware and software compliance requirements of LPV-200. The impact of M-Code will be of high interest. Companies should discuss how the technology would be integrated into existing military GPS receivers or into form fit replacement components. Processing requirements, including throughput and memory capacity are important areas to cover. If there are advantages to integration with other aircraft systems such as inertial sensors or altimeters, these should be addressed. Companies should include a rough order of magnitude cost and schedule estimate to complete integration of this technology into Navy aircraft. This estimate should break out what your company can do and what will be needed from other companies to complete the work. If your company has worked or is working in this area, address the source of funding and whether your company claims restricted data rights.
