- THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate, Office of the Sergeant at Arms ("SAA" or "Senate") requires a contractor to provide custodial and related services for Senate. Work will be performed at Senate locations, primarily in Washington, DC. The Contractor may also be required to provide services at other Senate locations within a fifty (50) mile radius of Washington, DC as necessary. Task orders issued under an IDIQ Contract shall direct the Contractor to perform one or more of the following tasks: a. Assist SAA Staff in setting up special event rooms including but not limited to moving tables, chairs and other event furnishings from Capitol storage areas to special event spaces and back, perform trash removal, and light cleaning such as wiping down chairs and carpet vacuuming between events. b. Assist SAA Staff in moving furniture, furnishings, boxes and other related items from one office to another within the U.S. Capitol, Senate Office Building Complex, and SAA Warehouse. c. Provide cleaning services to restrooms. REQUIREMENTS 1. The Contractor shall have a scheduling representative available to support SAA staffing requests Monday thru Friday, excluding Federal Holidays from 6:00 am to 7:00 pm EST. 2. The Contractor shall provide respond to a request for 3 or more personnel within forty-eight (48) hours' notice by providing all requested Day Labor staffing. 3. Within twenty-four hours' notice, the Contractor shall provide respond to a labor request under this contract within twenty-four (24) hours' notice for two or fewer personnel. 4. All personnel provided by the Contractor shall: a. Converse and read in the English language; b. Conduct themselves in a professional, courteous manner and adhere to all Senate and Sergeant at Arms rules and regulations; and c. Wear clean, neat uniform clothing consisting of a collared shirt with the Contractors firm name permanently affixed, full length pants, socks and safety shoes.   OFFEROR RESPONSES: The SAA invites all qualified sources to respond to the sources sought notice. In responding to this Notice listed above. All responses to this sources sought notice shall specifically address the four (4) requirements listed above by stating your qualifications to perform each of the requirements. Your response to each requirement must include paragraph numbering identifiable to requirements listed above. The response shall not exceed twenty-five (25) pages. In addition, submissions must include: a) past performance experience/information for a minimum of three (3) contracts of similar scale, that have been performed during the past three (3) years that involve use of capabilities relevant to those necessary for the Senate's requirements, including contract number, customer name and address, and brief synopsis of work performed relevant to requirements 1-4 above. b) organizational information including (i) company name and address; (ii) Dun and Bradstreet number; and (iii) point of contact name with telephone and e-mail address. INSTRUCTIONS: Responses to this Sources Sought Notice are due to the SAA no later than November 8, 2013, at Noon EDT. Responses must be submitted electronically by email to the attention of Kathleen M. Haddow at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: SSN 2014-S-010 Day Laborers. No other method of transmittal will be accepted. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. This Sources Sought Notice (SSN) is not a request for proposal and in no way obligates the Senate in an award of a contract. The information contained in this notice is the only information provided by the Senate during the Sources Sought process. Requests for additional information or questions will not receive responses. All qualified sources should respond to this - Sources Sought Notice by submitting an information package in accordance with the instructions provided in the Notice. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the 1st quarter of Fiscal Year 2014. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request.
