- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a construction project for beach restoration at Misquamicut Beach, Westerly, Rhode Island, to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. Work is expected to begin in March 2014 and will extend over a 3 month period. The estimated construction cost is between $1,000,000 and $5,000,000. Misquamicut Beach is a State Beach located approximately halfway between Weekapaug Breachway and Watch Hill Point in Westerly, Rhode Island. It is owned by the Rhode Island Department of Environmental Management (RIDEM) and managed by the Division of Parks and Recreation; it includes the beach, beach pavilion, public parking, and a public campground. Misquamicut Beach was initially constructed in the late 1959 and/or early1960 as a beach erosion control project. The project was authorized by the River and Harbor Act of July 14, 1960 (PL 86-645), as amended. The project involved the direct placement of sand fill along 3,250 feet of beach to form a 150 foot wide berm at elevation +7.5 feet MLW. The restoration project involves the placement of sand fill at Misquamicut Beach in order to restore the project to full profile dimensions. The sand shall be purchased from a local supplier, trucked to the site and spread on the beach using earth moving equipment. The deposited sand would be placed in piles above mean high water and then grade it to the elevations shown on the plans. From elevation +7.5 feet MLW, a 1:15 seaward slope will extend out to the newly formed mean low water (MLW). Sand placed seaward of the high water line shall be graded as practical, with natural processes creating final beach profiles. In order to extend the boundary of the MLW line sand mounds will be pushed out into the surf zone using earth-moving equipment. This project will require up to 90,000 cubic yards of sand to be placed on the beach. Under this contract the successful offeror will be required to provide construction services for the Misquamicut Beach Restoration Project located in Westerly, Rhode Island. The offeror will be evaluated on past experience in large beach fill projects and must demonstrate the following experience/expertise: Ability to mobilize sufficient equipment to execute a large-scale sand-moving project Construction of beach-fill projects within short duration timeframes Quality assurance/control of beach-fill projects Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above. The project examples must have been performed within the last five years. The offeror must show project examples of all of the experience/expertise listed above. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Proof of bonding capability is required. Subcontractors may be used to demonstrate this past experience. Responses are limited to twenty pages. Responses are due no later than November 12, 2013. Interested firms shall provide the above documentation in one original form and one copy and may be emailed to raushanah.m.muhammad@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
