Narcotics Control Officer Lima, Peru Issuance Date: 10-25-2013 Closing Date: 11-15-2013 SOLICITATION NUMBER: PSC-14-008-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-14-008-INL 2. ISSUANCE DATE: 10/25/2013 3. CLOSING DATE: 11/15/2013 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 3:00 PM, EST 5. POSITION TITLE: Narcotics Control Officer (NCO) 6. MARKET VALUE: $80,728 - $118,552 (FS 02) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the U.S. Embassy, INL Section, in Lima, Peru. The INL Narcotics Control Office is the liaison between INL and the Government of Peru's manual coca eradication program. The office also oversees the Institute of Tropical Cultivation, a scientific research/training NGO. Coca eradication is handled by CORAH (Proyecto Especial de Control y Reducción de los Cultivos de coca en el Alto Huallaga- the Government of Peru eradication organization), which falls under the Ministry of Interior but until this year was fully funded by INL to levels as determined by the Department of State. The Narcotics Control Officer (NCO), with the help of INL Accounting, oversees the use of that money. The NCO also advises CORAH on strategy, operational needs and concerns, security measures and personnel reassignments as required. The NCO also coordinates with the INL Aviation and Police programs, and oversees CORAH logistics, financial management, and administration activities. Within CORAH is CADA (Alternative Development Support Corps) which is responsible for the Social Responsibility Program, initial small-scale development projects to benefit coca farmers immediately after eradication. The office includes the Narcotics Control Officer, a Program Specialist, and a Program Assistant. This position description establishes requirements for the Narcotics Control Officer within the INL Narcotics Control Office. The NCO oversees the strategic and operational planning, programming, and execution of the coca eradication program, in all its phases. The NCO is instrumental in collaborating with the CORAH Executive Director and other Directors in producing the yearly eradication plan. The NCO also coordinates eradication operations with USAID's Alternative Development Program, the Government of Peru/Ministry of the Interior, DEVIDA (roughly the GOP equivalent of the ONDCP) and other GOP entities as necessary. The NCO also supervises CORAH's administrative matters, the Social Responsibility Program, the licit crop activities of ICT, CORAH's construction projects, and INL administrative matters, including logistical support. The position requires problem solving, written and verbal communication, and well-developed interpersonal skills, as well as a thorough knowledge of field operations and security. Supervisory Relationships: The Officer works under the direct supervision of the INL Director and Deputy Director. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs. The Officer coordinates directly with CORAH, DEVIDA and the Peruvian National Police. Completed work is reviewed for timeliness and effectiveness. The Officer directly supervises both the Program Specialist and Program Assistant. Work Environment: The primary workplace is the U.S. Embassy in Lima. However, the Officer frequently travels to the field for meetings, conferences, activity reviews, field inspections, and program evaluations. Most field sites are in areas that have been declared hazardous duty locations by the Department of State due to hostile activities of narco-traffickers. Duties and Responsibilities: The Officer is involved in eradication policy development, budgeting, approval and implementation. The Officer receives and directs information on all matters related to eradication operations and is involved in planning of communication strategies. The Officer represents the USG in policy discussions with host government and other counter-narcotic (CN) agencies related to eradication, interdiction, monitoring and sustainable development. The Officer coordinates the host government approval process of annual eradication work plans with high-level GOP officials. Specific responsibilities include: 1. Provides input to the development of US Embassy yearly eradication strategy and goals, including long-term, short-term and contingency plans of operations. The Officer participates in the development of objectives and budgets for other projects within CORAH (like construction and the Social Responsibility Program) and ICT, in accordance with the Integrated Country Strategy. 2. Meets as necessary with INL program officers and other Mission personnel to coordinate the implementation and monitoring of eradication operations and illicit crop measurement, including administrative staff. 3. Coordinates with forward deployed Aviation Program personnel (Guardians) for input for operational strategies based on Guardian knowledge of specific geographic zones, socio­ political influences, and threat conditions, as well as based on NCO visits to the base and field camps. 4. Coordinates between policy and practice, balancing the input from the host government with the priorities of the USG. The NCO monitors the implementation of eradication plans, evaluates effectiveness of those operations from the field, and adapts plans/strategies/resources as required by changing situations. 5. Consults with all appropriate programs about security risks that could affect eradication operations; in this way the officer receives security reports and/or joins meetings to continually assess security risks during operations. At the same time, the NCO notifies the INL Director and other pertinent USG and GOP agencies about threat levels. 6. Exercises approval authority for commodity procurement, is involved in budget planning, and approves purchases to support eradication operations based on needs and budget allocations. Another responsibility is to monitor the procurement process to ensure purchased items are received in a timely manner and that the goods meet specification requirements. 7. Evaluates the work of CORAH Administration, Infrastructure, Operations, CADA Social Responsibility, and ICT activities. The NCO works with the Program Specialist to develop schedules for yearly financial audits and monthly review of project financial statements and must follow up on all corrective actions recommended in the audits. 8. The NCO conducts needs assessments to improve the efficiency of CORAH's administrative section, including the management of its human resources. 9. Coordinates directly with the Aviation Program Officer, the Police Program Advisor and pertinent embassy sections to develop specialized training to enhance field operations and to improve security. 10. INL's section POC for coordination for annual illicit crop surveys with both the U.S. Government is Crime and Narcotics Center and the United Nations and works with both agencies to produce more accurate measurements with which to plan eradication operations. Minimum Requirements: 1) U.S. citizen able to obtain and maintain a Department of State Secret level security clearance and a Department of State medical clearance, appropriate for service in forward operations locations throughout Peru. 2) Bachelor's degree or equivalent (i.e., associate's degree with five years related experience, or ten years of related experience in program management, operations, and/or monitoring). 3) Demonstrated professional fluency, both oral and written, in Spanish and English, at the FSI 3/3 level. 4) Demonstrated experience managing $10 million+ programs in a governmental environment. 5) Demonstrated expert with a minimum of fifteen (15) years tactical counter-narcotics operations, including security planning in high threat environments. 6) Extensive demonstrated experience as an operations officer/manager in a military or civil organization in field environments (such as jungle locations, etc.) 7) Expert knowledge and experience in the formulation of plans and policies pertaining to operations, command and control, communications and logistics. 8) Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. 9) Proficient in Microsoft Office. 10) Demonstrated ten (10) years of experience in counter narcotics or similar programs. 11) Demonstrated experience in Latin America, and within the USG or U.S. Embassy environments. Evaluation Criteria: Factor 1: Program Oversight: 35% The ability to strategically plan, manages, supervises and leads coca eradication operations and related counter narcotics activities. This includes the ability to coordinate activities with other entities and agencies (USG, GOP, and NGO), plan and manage budgets, and supervise staff within and outside the Embassy. Factor 2: Experience: 30% Education level, work experience related to this position, and experience in Latin America, and experience within the USG and/or U.S. Embassy environments. Factor 3: Past Performance 20% Evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Factor 4: Language 15% Strong written and oral communication skills in both English and Spanish, at the FSI 3/3/ level. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
